Sosyal Sermayeye Eleştirel Bakmak

Abstract

Bu çalışmada son dönemlerde kullanımı hızlı bir şekilde artan „sosyalsermaye? kavramı eleştirel bir gözle ele alınmıştır. Kavramın tarihsel seyri ve öneçıkan teorisyenleri zikredilmiş, sonrasında kavrama eleştirel bakmanın imkanıüzerinde durulmuştur. Eleştirel bakmayı zorlaştıracak unsurlar olduğu tespitedilmiştir. Sosyal sermayeye yönelik eleştirilerin üç kategoride veya düzeydetoplanabileceği görülmüştür: 1. Kavramsal/felsefî eleştiriler, 2. Sosyal sermayeteorilerine ve metodolojisine yönelik eleştiriler, 3. Sosyal sermaye ölçümlerineyönelik eleştiriler. Bunlar arasından sadece ilki ele alınarak literatürdekikavramsal/felsefî eleştiriler zikredilmiş ve değerlendirilmiştir. İki kelimedenmeydana gelen bir kavramsal terkip olarak sosyal sermaye tahlil edilmiş;tanımındaki aşırı muğlaklığın kavramın bilimselliğini zedelediği tespitindebulunulmuş; sosyal bilimler ve hatta doğa bilimleri tarafından fazlasorgulanmaksızın birçok konu ile ilişkili olarak kullanıldığı ve bu popülerliğininakademisyenleri cezbettiği vurgulanmış; OECD ve Dünya Bankası gibi uluslararasıresmî kurumların da kullanımıyla politik bir yöne çekildiği belirtilmiş ve fakat diğertaraftan kavramın sosyal bilimlerin bazı problemlerini aşma potansiyelini debünyesinde barındırdığı teslim edilmiştir.

In this study, 'social capital' is considered in a critical way. The historicalprogress of the concept have mentioned, and then focused on the opportunity to lookcritically. It has been identified that there are complicating factors for a criticalapproach. Nevertheless, it is understood that criticism of social capital can bedivided into three levels: 1. Conceptual / philosophical criticism, 2. Criticism ofsocial capital theories/methodologies, 3. Criticism of the social capital measurement. Of these, only the first one discussed. In this article, social capital isassayed as a concept; determined that the vagueness of its definition underminesbeing scientific; emphasized that used by the social and natural sciences withoutquestioning and this popularity attracted academics; stated that using by OECD andthe World Bank as international official organizations directed the concept topolitical area. However, it incorporates the potential to transcend some problems ofsocial sciences.
