Sivil toplum ve Türkiye

Abstract

Sivil toplum, son zamanlarda üzerine olumlu değer yüklenen kavramlardandır. Bu kavramın önemi her geçen gün giderek artmaktadır. Türk toplumunda 1980' lerden sonra kullanım alam genişleyen bir kavram haline gelmiştir. Sivil toplum kavramı Türkiye'de kavramın aslına ters düşecek anlamlarda kullanılmıştı ve halen de kullanılmaktadır. Bu anlam kargaşasının nedeni olarak, kavramın Batı kaynaklı olması görülmektedir. Sivil toplum Batı dünyasının belli bir tarihsel aşamada tanıştığı kavramlardandır, özünde devletin dışındaki varlık alanına vurgu vardır. Sivil toplum asıl anlamım da buradan alır. Devletin, resmi söylemin dışında kendi kültürel, dini niteliklerini sergileyebilme, ekonomik alanda bireysel girişimde bulunma ve örgütlenme sivil toplumu ifade eder. Son zamanlarda sivil topluma anlamım veren, bu farklılık ve çeşitliliktir. Sivil toplum; farklılığı ve çeşitliliği öngörür, devletin dışında tabandan gelen gönüllü örgütlenmelerle oluşur. Bu araştırmada Osmanlı İmparatorluğu ve Türkiye Cumhuriyeti'nde sivil toplumun konumu ortaya çıkarılmaya çalışılmıştır. Bu amaçla, sivil toplum kavramının tanım ve kuramcıları açıklandıktan sonra Türkiye'de sivil toplumun nasıl algılandığı, nasıl değerlendirildiği üzerinde durulmuştur. Türkiye'de devlet, toplum karşısında daima güçlü bir yapıya sahip olmuştur. Fakat son on yıllarda tabandan gelen gönüllü örgütlenmeler resmi söylemin, devletin dışında konumlanmaya başlamıştır. Bu örgütler yasal çerçevede, yasal politikayı etkilemeye çalışmakta ve bu bağlamda çok sesliliği ifade anlamında sivil toplum örgütleri sayılmaktadırlar.

Civil society, is one of the conceptions on wfaick positive values are attributed recently. Its importanse is increasing day to day. In Turkish society, the conception sterred to be widely used, since 1980s. In Turkey, the conception was used opposite to its meaning and it is stil being used. The reason for this meaningconfusion comes from since the conception is originating from the western world. The western world was confronted with the conceptionafter a certain historical process. Essentialy, things out the state authority are intendedby means of civil society. Civil society means, to enhibitits own cultural and religions characters, self initiation in economy and organization out the state and its official discourse. Recently,this diversty and difference has given meaning to civil society. Civil society, proposes diversty and difference, and it shapes itself from the base out of the states influence. In this research, the role of civil society in the Ottoman Empire and the Turkish Republic are taken under consideration. After evaluating the concepts of civil society and its theoricians,it is concentrated on how civil society is perceived and posed, m Turkey, the state has dominated over the society, but in last decades the voluntary movements, resulting from the base, has been organized and established their institutions out of the state. This organizations, through a legal base aims to influence the governments policy and with in this context, they can be considered as civil society organization in. the sense of representing a pluralist discourse.
