Büyükşehir statüsünde olmayan bir ilde büyükşehir yönetim modelini düşünmek: Çorum ili ulaşım hizmetleri örneği

Abstract

2012 yılında kabul edilen 6360 sayılı kanunla birlikte 5216 sayılı kanunda birçok değişiklik yapılmıştır. Büyükşehir tanımı ve kapsamını değiştiren kanun, getirdiği yeni düzenlemelerle akademisyenler ve uygulayıcılar tarafından eleştirilmiştir. Büyükşehir tarihindeki kanunlar ve bu kanunlara yapılan eleştirilerle birlikte, 6360 sayılı kanun özelinde bugünkü büyükşehir yapısı incelenmiştir. Büyükşehir olmayan bir ilde büyükşehir yönetim modelini düşünmeye çalıştığımız tezimizde, büyükşehir olmayan bir ilin büyükşehir olması halinde ihtiyaç duyacağı şehir içi ulaşım hizmeti büyükşehire uygun şekilde yapılmıştır. Yapılan düzenlemeyle birlikte oluşturulan şehir içi ulaşım planlamasının, karşılaşacağı sorunlara değinilmiştir. Çorum ilinin büyükşehir olması durumunda yaşayacağı değişim nüfus ve ulaşım hizmetleri açısından değerlendirilmiştir. Ulaşım bölümündeki mevcut durumun incelemesinin devamında, şehrin büyükşehir olması halinde tüm ile götürmekle yükümlü olacağı ulaşım hizmetinin, ilçelere ve yalnızca merkeze bağlı belde ve köylere yönelik olası ulaşım hatları planı öngörülmeye çalışılmıştır. Yapılan bu planlama ile şehrin büyükşehir olması durumunda ulaşım hizmetleri özelinde karşılaşabileceği sorunlar ve yeni oluşacak maliyetler belirlenmiştir. Asgari maliyetle en verimli ulaşım düzenlemesi yapılmıştır.

Along with the law numbered 6360, which was enacted in 2012, many changes were made in the law numbered 5216. The law, which changed the definition and scope of metropolitan cities, was criticized by academicians and practitioners with the new regulations it introduced. Together with the laws in the history of the metropolitan and the criticisms made to these laws, the current metropolitan structure has been examined in accordance with the law numbered 6360. In our thesis, where we tried to consider the metropolitan management model in a city that is not a metropolitan city, the urban transportation service that a non-metropolitan city would need if it is a metropolitan city, was made in accordance with the metropolitan city. The problems faced by the urban transportation planning created with the arrangement made were mentioned. The change that Çorum will experience if it is a metropolitan city has been evaluated in terms of population and transportation services. In the continuation of the examination of the current situation in the transportation section, planning has been made for the transportation lines for the districts and only the towns and villages connected to the center of the transportation service that the city will be obliged to carry with all if it is a metropolitan city. With this planning, the problems that the city may encounter in terms of transportation services and the new costs to be incurred in case of being a metropolitan city were determined. The most efficient transportation arrangement has been made with minimum cost.
