Türk ulus devletinin kurulma sürecinde Türk Silahlı Kuvvetlerinin rolü ve ordu siyaset ilişkileri

Abstract

Bu tezin amacı, Türk siyasal hayatında konumu ve geleceği sıklıkla tartışılan Türk ulus devletinin kurulma sürecinde aktif görev alan Türk Silahlı Kuvvetleri ve ordu mensuplarının rolünü incelemektir. Ordunun Türkiye Cumhuriyeti'nin kurumsallaştırılması ve halk tarafından kabul edilmesi amacıyla yürüttüğü faaliyetler ve siyaset kurumu ile olan ilişkileri de tezde ortaya konulmuştur. Bu bağlamda öncelikle ulus ve devlet kavramları ile bunların unsurları açıklanarak ulus devlet yapılanması tarihsel gelişim süreci ile birlikte ele alınmıştır. Milliyetçilik akımlarının Osmanlı İmparatorluğu üzerine olan etkileri incelenerek, İmparatorluk içerisinde ortaya çıkan Türk milliyetçiliği ve ulus devlet kurulum fikirleri değerlendirilmiştir. Daha sonra Milli Mücadele'den başlayarak Türk ulus devletinin kurulum sürecinde Türk Silahlı Kuvvetleri'nin rolü ve faaliyetleri ile ordunun siyaset ile olan ilişkileri incelenmiştir. Son olarak inkılâpların halka kabul ettirilmesinde ve resmi devlet ideolojisinin halka ulaştırılmasında, ordunun gerçekleştirdiği askerlik dışı çalışmalar ortaya konulmuştur. Türk milletinin çağdaşlaşma, kalkınma ve demokratikleşmesinin temeli ve dönüm noktası, ulus devlet esasına dayanan Türkiye Cumhuriyeti'nin kurulması olmuştur. Türk ulus devletinin kurulum sürecinde Milli Mücadele'nin başlatılması, milli egemenlik ilkesi doğrultusunda TBMM'nin açılması ve Kurtuluş Savaşı'nın yürütülmesi başta Mustafa Kemal Paşa olmak üzere asker kökenli vatansever aydınların liderliğinde gerçekleşmiştir. Türk Silahlı Kuvvetleri, ulus devlet esasına dayalı olarak kurulan Cumhuriyet rejiminin silahlı gücü olarak rejimin kurumsallaştırılması ve devlet otoritesinin sağlanmasında etkin rol oynamıştır. Ordu, halkın eğitilerek ulus bilincinin yaratılması, inkılâpların topluma kabul ettirilmesi ve resmi devlet ideolojisinin halka ulaştırılması gibi faaliyetlerle adeta bir okul gibi görev yapmıştır.

The purpose of this thesis is to examine the role of Turkish Armed Forces and military men which has actively participated in the process of foundation of Turkish Nation State whose status and future have always been discussed in Turkish political life. Activities of Turkish Armed Forces in the aspect of the institutionalization of The State of Republic of Turkey and internalization of this State by people and the relations of Turkish Armed Forces with political institutions has also been presented in this thesis. Within the scope of above mentioned aim, it has dealt with the establishment of nation state with its process of historical development by suggesting clarifications of nation and state concepts and elements of these concepts. Investigating the effects of nationalism movements on The Ottoman Emperority, the nationalism movement in the Ottoman Emperority and the idea of nation-state construction were taken into consideration. Starting from the era of national struggle, the role and activities of Turkish army in the process of Turkish nation-state construction and relation of Turkish army with the politics were examined. As the final remark, the non-military activities of army were also disclosed in the attainment of official ideology to the people and making the public admit the revolutions. The most significant landmark of Turkish nation's becoming contemporary and democratic has been the foundation of the Republic of Turkey based on nation-state concept. In the historical process of the foundation of Turkish nation-state, the initation of Turkish national struggle, the opening of Turkish Grand National Assembly in accordance with national sovereignty and running of Independence War were all carried out under the leadership of particular patriotic people like Mustafa Kemal Pasha with military origins. Turkish Armed Forces have played major roles in the fulfillment of state authority and institutionalization of Republic regime based on nation-state. In addition to those contributions of army, some activities like the creation of awareness of becoming a nation, having the revolutions recognized by the people, and the attainment of official state ideology to the people were realized by means of Turkish army's using its opportunity of accessing to the public as a school.
