Baskı grubu olarak ordu

Abstract

ÖZET Çağdaş sosyal bilim literatüründe neredeyse her bağımsız bilim dalma paralel bir metodolojik alan gelişmekte, metodoloji tartışmaları her geçen gün çeşitlenmekte ve renklenmektedir. İlk olarak ABD'de geliştirilen baskı grubu kavramı, başlangıçta sendika, şirket, dernek, birlik vb. özel kuruluşlar yönünden işlenmiş ve daha sonraları metodolojik araştırmaların çeşitlenmesiyle birlikte devlet yapısı içinde yer alan kamu kuruluşları ve bazı kamu kesimleri ile ilgili bir olgu olarak da ele alınmış ve bu suretle kamu kurumlarının da baskı grubu sayılıp sayılamayacağı sorunu politika biliminin inceleme alanına girmiştir. Politika bilimi alanında yapılan özel ve kamu grubu ayrımı çerçevesinde gitgide önem kazanan; "Ordu bir baskı grubu olabilir mi?" ya da "Ordu ne zaman ve hangi hallerde baskı grubu sayılabilir" şeklindeki bu soruyu temel hareket noktası alınarak, ordunun baskı grubu gibi değerlendirilebilecek işlevleri, kuramsal ve somut örneklere dayalı olarak açıklanmaya çalışılmıştır. Sunulan bu çalışmada, öncelikle Türk Ordusunun tutum ve davranışlarını tam olarak belirlemek ve bu belirlemeden yola çıkarak, Türk Ordusunun hangi tutum ve davranışlarının baskı grubu kapsamında olduğu/olacağı konusunda kesin bir takım yargılara varmanın güçlüğü ortadadır. Bu nedenledir ki, kamuoyuna yansıyan bilgiler ile yetinilmiş ve bu bilgiler ile en azından konuya ilişkin müteakip çalışmalara katkıda bulunma düşüncesiyle hareket edilmiştir.

ABSTRACT In the contemporary social science literature, methodological fields are being developed almost parallel to every independent science branches. Day in day out, methodology arguements are increasing in variety and becoming colorful. The consept of "pressure group" was first developed in the US, in the beginning it was covered by means of trade union, company, association, union; later together with the variations of the methodological researches, the question of whether some public institutions that is placed in the state structure and some public sectors can be assumed as a pressure group or not, has been placed in the study of the political science. In the private and public group separation framework that is covered in the political science field; the following questions are gradually considered important. Can Army be a pressure group? Or, when, and in which situations can Army be a pressure group? Taking those questions as the starting point, evaluating the Army as a pressure group has been tried to be explained depending on both theoretical and concrete examples. In this study; first of all, the attitudes and behaviors of the Turkish Army are stated exactly and starting from this statement, it is obvious that it is diffucult to reach to an exact judgement regarding which attitudes and behaviors of the Turkish Army can be/will be convered as a pressure group? Therefore, being satisfied with the informations that are known by the public and with those informations, at least, have been aimed regarding the thought of contributing to the related following studies.
