Delphı ve çok kriterli karar verme yöntemleri ile öğrenci işleri otomasyon seçimi

Abstract

Engür, Merve "Delphi ve Çok Kriterli Karar Verme Yöntemleri İle Öğrenci İşleri Otomasyon Seçimi" Yükseklisans Tezi, Kırıkkale, 2019. Türkiye'de Yükseköğretim Kurumu 2018-2019 Yükseköğretim Bilgi Yönetim Sistemine göre 206 adet üniversite mevcuttur. Üniversitelerden bazıları kendi öğrenci otomasyon sistemlerini (ÖOS) kendileri geliştirirken; gerekli alt yapı ve yazılım ekibine sahip olmayan üniversiteler farklı tedarikçi firmalardan hizmet satın alarak akademisyenlere ve öğrencilere hizmet sağlamaktadır. Kurumların tercihde bulunduğu ÖOS, kullanıcıların hizmet kalitesini büyük ölçütte etkilemesi sebebi ile üniversitelerde öğrenci, akademisyen ve idari personel üçlüsünün koordinasyonunu sağlama görevini üstlenmesi nedeniyle her geçen gün daha da önem kazanmaktadır. Bu çalışmanın amacı ÖOS'de gerekli olan kriterleri belirleyerek beş ÖOS arasında en uygun olan sistemin seçimini yapmaktır. Bu amaçla literatür taraması ve uzman görüşü doğrultusunda belirlenen yetmiş bir kriter otuz dokuz kişiden oluşan uzman ekip tarafından Delphi yöntemi ile değerlendirilerek on yedi kritere indirilmiştir. Kriterlerin ağırlıklarının belirlenmesi SWARA (Step-wise Weight Assessment Ratio Analysis) yöntemi ile gerçekleştirilmiştir. Uygulama neticesinde en önemli üç kriterin Yazılım Maliyeti, Veri Tabanı Güvenliği ve Kullanım Kolaylı ve Yardım Unsurları olduğu belirlenmiştir. En uygun ÖOS için belirlenen beş üniversitenin kullanmakta oldukları otomasyonlarda sıralama yapmak için Çok Kriterli Karar Verme (ÇKKV) Yöntemlerinden ARAS (Additive Ratio Assessment), MOORA (Multi-Objecttive Optimization on the basis of Ratio Analysis) ve TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) yöntemleri uygulanmıştır. According to the 2018-2019 Higher Education Institutions of Higher Education Information Management System, there are 206 universities in Turkey Some of the universities can produce their own student automation systems (ÖOS) themselves; the universities that do not have the necessary infrastructure and software team provide services to academicians and students by purchasing services from different suppliers. ÖOS, which institutions prefer, is gaining more importance every day because it affects the service quality of the users in a big criterion and it takes on the task of ensuring coordination the trio of students, academicians and administrative personnel in universities. The aim of this study is to make the selection of the most appropriate system among the five ÖOS by determining the criteria required in ÖOS. For this purpose, seventy-one criteria, which were determined in accordance with the literature review and expert opinion, were evaluated by a expert team of thirty-nine people and evaluated by Delphi method and reduced to seventeen criteria. The weight of the criteria was determined by SWARA (Step-wiseWeightAssessmentRatio Analysis) method. As a result of the application it was revealed that the three most important criteria are Software Cost, Database Security and Ease of Use and Help Elements. The ARAS (Additive Ratio Assessment), MOORA(Multi-ObjecttiveOptimization on thebasis of Ratio Analysis) and TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) methods of Multi Criteria Decision Making Methods were applied to rank the automation used by the five universities determined for the most suitable ÖOS. As a result of the application of the methods, it was determined that the most suitable student automation system among the five universities was ÖOS S4.
