COVID-19 salgınının yarattığı değişimlerin "RİSK TOPLUMU TEORİSİ" bağlamında değerlendirilmesi

Abstract

Aralık 2019 tarihinden itibaren ortaya çıkan Covid-19 virüsünün neden olduğu pandemi sürecince toplumlar meydana oluşan ani değişimlerin etkisinin neler olduğunu saptamak için bu çalışma gerçekleşti. İnsanlık tarihi boyunca bilinen ve bilinmeyen birçok salgın hastalıklar yaşandı. Ancak Covid-19 pandemisi ilk kez dünya üzerine eş zamanlı ve yerküreye tamamen tesir ederek gerçekleşti. Covid-19 pandemisi ortaya çıktığı andan itibaren insanların hayatlarında ve toplumların işleyişlerinde ani değişimler oluştu. Bu değişimlerin nelere etki ettiği incelendi. Çalışma yöntemi olarak literatür taraması kullanıldı. Covid-19 pandemisi ile ülkeler vaka görülen bölgelerden gelen hava yolu ulaşımı başta olmak üzere diğer ulaşım yollarını durdurarak sınırlarını kapattı. Sınırların kapanması durumu ile tedarik zincirlerinde üretim, lojistik ve tüketim kısımlarında kopmalar meydana geldi. Üretimin ve istihdam alanında olumsuzluklar yaşandı. Sosyo-ekonomik anlamda zor duruma düşen ülkeler ve insanlar belirsizlik içerisinde yeni tedbirlerle mücadele etmeye çalıştı. Tedbirlerin etkilediği eğitim alanın da ise eğitime ara verilerek uzaktan eğitim ile devam ettirilmeye çalışıldı. Salgının ani gerçekleşmesi ve hazırlıksız yakalanılması sonucunda en çok etkilenilen durum sağlık hizmetlerini aksaması oldu. Ulrich Beck'in Risk toplumu kuramı çerçevesinde Covid-19 pandemi sürecinde ani oluşan değişimlerin insanlar ve toplumlar üzerinde oluşturduğu risk durumunun neler olduğu incelendi.

This study was conducted to determine what is the effect of sudden changes that have occurred in societies during the pandemic caused by the Covid-19 virus that has occurred since December 2019. Throughout the history of mankind, there have been many known and unknown epidemics. However, for the first time, the Covid-19 pandemic has occurred simultaneously on earth and on a scale that has a complete impact on the earth. From the moment the Covid-19 pandemic emerged, it has brought about sudden changes in people's lives and the functioning of societies. The effects of these changes were examined. Literature review was used as the study method. With the Covid-19 pandemic, countries have closed their borders by stopping other transportation routes, especially air transportation from the affected areas. Due to the closure of borders, disruptions occurred in the production, logistics and consumption parts of supply chains. There have been negative developments in the field of production and employment. Countries and people who have fallen into a difficult socio-economic situation have tried to combat the new measures in uncertainty. The training area affected by the measures was also tried to be continued with distance education by Decaying the training. As a result of the sudden occurrence of the epidemic and the fact that it was caught unprepared, the most affected situation was the disruption of health services. Within the framework of Ulrich Beck's risk society theory, what is the risk situation caused by sudden changes in the Covid-19 pandemic process on people and societies was examined.
