19. Yüzyıl Osmanlı Devleti’nde şair bir vali şair bir memur ve önemli bir eser: Riyâz-I Belde-İ Edirne

Abstract

Altı asır boyunca üç kıtada hüküm sürmüş olan Osmanlı Devleti'nde, ilme, âlime, sanata ve sanatçıya büyük değer verilmiş, bunun yanında başta padişahlar olmak üzere devlet yönetiminde söz sahibi olanlar hem şiir yazmışlar, hem de şairleri gözetip kollamışlar ve böylece önemli eserlerin meydana gelmesine zemin hazırlamışlardır. Bu eserlerden biri de 1322/1905 yılında tamamlanan Riyâz-ı Belde-i Edirne'dir. Bu yazıda, biri amir, diğeri memur konumundaki iki şairden ve aralarındaki ilişki sayesinde ortaya çıkan önemli bir eserden bahsedilecektir. Amir konumunda; Osmanlı İmparatorluğu'nun son devresinde Edirne valisi olan Ahmet İzzet Paşa, memur konumunda ise Edirne'de arazi yazım memuru olan Ahmet Bâdî Efendi olacaktır.

In Ottoman Empire which had ruled on three continents for six centuries, science, scholars, art and artists were given care and besides this, notably rulers and the ones who had a voice in the government both wrote poems and protected the poets. As a result, they established a ground for important works to show up. One of these works is Riyaz-ı Belde-i Edirne which was completed in 1322/1905. In this writing, two poets as a supervisor and an officer and an important work occurred from the relationship between them are mentioned. Ahmet İzzet Pasha who became the last governor of Edirne in the last period of Ottoman Empire is in the position of supervisor and Ahmet Badi Pasha who was the land recorder is the officer.
