Kamu Yönetimi Reformu Çerçevesinde Yerel Yönetimlerde Sosyal Hizmetler

Abstract

20'nci yüzyılın son çeyreğinde yaşanan ekonomik ve mali krizden çıkış için birçok ülkede, kamu/yerel yönetim reformları hayata geçirilmiştir. Söz konusu reformlardan, sosyal hizmetler doğrudan etkilenmiştir. Bu çerçevede çalışmanın amacı, Türkiye'de yerel yönetimlerde sosyal hizmetlerin genel olarak gelişimi, 2000'li yılların başında gerçekleştirilen yerel yönetim reformu kapsamında sosyal hizmetler ile 6518 sayılı Kanun ile güncelliğini koruyan, merkezî yönetime (Aile ve Sosyal Politikalar Bakanlığı) bağlı sosyal hizmet kuruluşlarının yerel yönetimlere devir konusunun, mevzuat açısından incelenmesidir. Devir konusunda, yurtdışı örnekler ile ülkemizde 1949 ve 1957 yıllarında aynı adla yürürlüğe giren "Korunmaya muhtaç çocuklar hakkında Kanun" kapsamında, hizmetlerin yerelleştirilmesi deneyiminden yararlanılmalıdır. Sosyal hizmet kuruluşlarının yerel yönetim birimlerine devredilmesi, hem devredilecek birimlerin kurumsal kapasiteleri hem de hizmet gruplarının özellikleri göz önünde bulundurularak, evrimsel bir değişim modeli ile zamana yayılmalıdır

Public/local administration reforms were put into effect in many countries to resolve the economic and financial crisis experienced in the last quarter of 20th century. Social services were directly affected by the afore-mentioned crisis. In this context, this Study aims at examining -in respect of legislationthe general evolution of social services in local administrations in Turkey as well as the transfer of social services covered by the local administration reform of early 2000 the social service institutions (currently affiliated with the Ministry of Family and Social Policies) to local administrations; an issue still kept on the agenda by virtue of the Act no. 6518. We should also benefit from the practices in foreign countries and experiences of transfer under the “Act on Children in Need of Protection” of 1949 and 1957, which entered into force with the same name. Transfer of social services to local authorities should be extended over a period of time with an evolutionary model by considering both the institutional capacity of transferred units and the characteristics of the service groups
