Türkiye-Suriye Sınırı Hava Sahasında Türkiye'nin Uyguladığı Angajman Kural

Abstract

Askeri çatışmalarla başlayan ve sonrasında iç savaş haline dönüşen Suriye krizinde Türkiye, sınır güvenliği politikasında geniş kapsamlı değişikliklere gitme ihtiyacı duymuş, Ağustos 2011 tarihinden itibaren, askeri önlemler alarak muhalefeti baskı altına alan Esad rejimine karşı, siyasi duruşunu önemli ölçüde değiştirmiştir. Suriye rejiminin giderek artan askeri tehditleri doğrultusunda meydana gelen güvenlik boşluğu ve ihlali, Türkiye'nin angajman kurallarını yeniden gözden geçirme gereğini gündeme getirmiştir. 22 Haziran 2012 tarihinde Türk RF-4 Phantom savaş uçağının Suriye hava sahasını ihlal ettiği gerekçesiyle Suriye güçleri tarafından vurulması üzerine de Türkiye, angajman kurallarını değiştirme yoluna gitmiştir. Türk Silahlı Kuvvetlerinin yönergesinde, güney-güneydoğu sınırından gelebilecek her türlü tehditte hava, deniz ve karadan derhal müdahale edileceği belirtilmiştir.

Since August 2011, the political position has changed significantly against the Assad regime, which took military measures and oppressed the opposition. The security breach and violation that took place in the direction of the increasing military threats of the Syrian regime brought to the agenda the need to re-examine Turkey's engagement rules. On June 22, 2012, on the occasion that the Turkish RF-4 Phantom war plane was hit by the Syrian forces on grounds that it violated the Syrian airspace, Turkey also went to change its engagement rules. All kinds of threats that may come from the south-southeast border in the direction of Turkish Armed Forces will be intervened immediately by air, sea and land.
