Türkiye'de bankacılığın temelleri ve tarihsel gelişimi (Geçmişten 1930 dünya ekonomik bunalımına kadar)

Abstract

Osmanlı Devleti duraklama döneminden itibaren her alanda olduğu gibi ekonomik alanda da gerilemeye başlamış ve XIX. yüzyılda Osmanlı maliyesi iflas etmiştir. Mali alandaki kötü gidişe dur denemediği gibi alınan borçlar, yabancı bankalar da bu kötü gidişi hızlandırmıştır. Denilebilir ki; Osmanlı Devleti'nin çöküşü bu mali iflasla beraber gelmiştir. Büyük mali yetersizliklerle yapılan Milli Mücadele başarıya ulaşınca Atatürk ve Cumhuriyetin kurucuları milli ekonomiye yönelmenin, tam bağımsızlığın şartı olduğu düşüncesiyle hareket etmişlerdir. İzmir İktisat Kongresi'nde belirlenen ekonomi siyaseti doğrultusunda milli bankalar açılmış ve böylece Türkiye Cumhuriyeti Devleti'nin kalkınmasının tam bağımsızlık ilkesiyle yürütülmesine çalışılmıştır.

As of the unproductive period, the Ottoman Empire started to retrogress in economy likewise all other fields, and in the 19th century, its monetary system went bankrupt. The retrogression in economy could not be stabilized, on the contrary the debts and the foreign banks accelerated this adverse trend. It can be stated that this monetary bankruptcy brought about the collapse of the Ottoman Empire. Upon having won Independence War, which was fought in insufficiencies, Atatürk and the other founders of the republic took an action in parallel with the idea that inclining towards national economy was compulsory for thorough independence. National banks were opened as to the economic policy designated in Izmir Economy Congress and thereby the efforts for the development of Turkish Republic were carried out in the precept of thorough independence.
