Bilgi toplumuna geçiş sürecinde Türkiye

Abstract

Günümüzde bilgi çağı ve bilgi toplumu, Bilgi ve İletişim Devrimi'nin bir sonucu olarak yaşanmaktadır. Toplum tipinde yaşadığımız bu değişim ve dönüşümle birlikte sosyal olgularda da değişim söz konusudur. Toplumun her alanında değişim ve dönüşüme yol açan bu yeni toplumsal yapının teknoloji ile birlikte en çok etkilediği alan sosyal hayattır. Türkiye'nin içinde bulunduğu gelişmekte olan ülkeler de, bu değişim ve dönüşüm sosyal alanda çeşitli sorunları beraberinde getirmektedir. Ancak Türkiye'nin en yakın zamanda ya da gelecekte gerçekleştirmeyi hedeflediği bu yeni toplumsal yapının analiz edilmesi önemli bir gerektir. Bu çalışma tüm toplumların "bilgi çağı" olarak adlandırılan bir dönemden geçerken Türkiye'nin bu hızlı dönüşümün neresinde olduğunu anlamamız açısından önemlidir. Çalışma da amaç, sanayi toplumundan bilgi toplumuna değişen toplumsal yapının özelliklerini ve en önemlisi bu değişime bağlı olarak Türk toplumunun sosyolojik açıdan ne gibi değişmelere maruz kaldığını açıklamaktır. Bununla birlikte toplum tipleri kavramsal olarak ele alınmıştır. Bilginin toplumsal açıdan önemine değinerek, toplumsal yapıyı teknolojik, sosyal ve ekonomik yönlerden nasıl değiştirdiği açıklanmaya çalışılmıştır. Çalışma ile Türkiye'nin bilgi toplumu olma sürecinde ortaya koyduğu sosyal, teknoloji ve eğitim çalışmaları ve şuan ki mevcut durumu incelenmiştir. Diğer ülkeler karşısında ki sıralaması uluslararası istatistikler ile analiz edilerek ülkenin karşılaştığı sorunlar ve alınması gereken önlemler değerlendirilmiştir. Bu çalışma ile bilgi toplumu kavramına farklı bir bakış açısı ile yaklaşarak, bilgi ve iletişim teknolojilerinin Türkiye'nin sosyal yapısı üzerindeki değişimleri ortaya konulmaya çalışılmıştır.

The information age and the information society have been spanned as a result of the Information and Communication Revolution now. The changing is a matter in the socials facts along with the changing and the transformation that we have lived in the types of society. The area where the new social structure affects with the technology, which leads to the changing and the transformation in the every area of the society, is a social life. In the developing countries, which includes Turkey, the changing and the transformation brings with the several problems in the social domain. However, analyzing the new social structure which Turkey aims to achieve in the earliest time or in the future is an important need. This study is important in terms of that we understand where the fast transformation of Turkey is, when the all society pass through an era called as "information age". The aim of the study is to explain the properties of the social structure of changing the industrial society to the information society and the most important one is that Turkish society has exposed to what kind of changing from the sociological perspective depending on this changing. On the other hand, the types of society are discussed conceptually. It is tried to explain by referring to the importance of the information by means of the social how to change the social structure in terms of technologic, social and economic. With this study, the social, technologic and education studies, and the current situation of Turkey in the process of becoming an information society have been analyzed. The problems encountered by the country and the measures to be taken have been evaluated by analyzing the ordering by the other countries with international statistics. The changes on the social life of Turkey of the information and communication technology have been tried to prove by approaching the information society concept with a different perspective.
