Suç ve suç önleme stratejileri doğrultusunda Ankara ili örneğinde suçu önleyici yaklaşımlar

Abstract

Suç, psikolojik, ekonomik ve sosyal şartların oluşturduğu bir olgudur. Suç olgusu, psikiyatri, antropoloji, sosyoloji, ekonomi, kriminoloji, hukuk, biyoloji gibi birçok disiplinin ilgi alanına girmektedir. Suç, geçmişte olduğu gibi günümüzde de toplumun en büyük sosyal problemlerinden bir tanesi olmaya devam etmektedir. Gelişen ve değişen dünya ile birlikte suç modern toplumların en temel problemlerinden birisi olmuştur. Kentsel, ekonomik, sosyal ve teknolojik gelişmelere paralel olarak suç olgusu da zaman içerisinde değişmiş ve eskisine nazaran daha karmaşık bir yapıya bürünmüştür. Bu çalışmanın amacı önemli bir sosyal problem olan suç olgusunu açıklamaya çalışarak, suçun toplumsal düzen üzerindeki olumsuz etkilerini azaltmaya destek vermektir. Bu bağlamda, Türkiye'nin ve Ankara ilinin suç haritası çıkarılarak, bilimsel verilerin ışığı altında Ankara ili özelinde suç ile mücadele konusunda katkıda bulunulmaya çalışılmıştır. Bu çalışmada suçu önleme noktasında polisiye tedbirlerin yanı sıra, suç oluşumuna sebep olan sosyal, toplumsal, biyolojik, ekonomik, vb. unsurlar ile birlikte suç işlenmesini kolaylaştıran çevresel unsurlar tespit edilerek, suç önleme stratejilerinin ışığı altında çözüm önerileri geliştirilmeye çalışılmıştır. Bu bağlamda, devletin resmi güvenlik güçlerinin alması gereken tedbirlere ek olarak, yerel yönetimlerin, ilgili kamu kurum ve kuruluşlarının ve son noktada da bireylerin suça karşı alması gereken tedbirler üzerinde durulmuştur. Crime is a phenomenon which is created by pyschological, economic and social conditions. Crime phenomenon is related to many disciplines such as psychiatry, anthropology, sociology, economics, criminology, law and biology. Crime, continues to be one of the most important social problems of the society contemporarily as it was in the past. Along with the developing and changing world, crime has been one of the most fundamental problems of modern societies. In line with the urban, economic, social, and technological developments, crime phenomenon as also changed in the course of time and has become much more complex than before. The purpose of this study is to explain crime which is a social problem and to provide support to reduce its negative effects on the social order. In this context, by mapping Turkey's and Ankara's crime maps, it is aimed to contribute crime prevention strategies in Ankara in the light of scientific data. In this study as well as policing measures, factors which cause crime such as social, biological, economic etc. and environmental elements that facilitate committing a crime, are determined and resolution advisories are tried to be generated, in the light of crime prevention strategies. In this context, in addition to necessary measures which should be taken by the state's official security forces, measures which should be taken by local goverments, relevant public institutions and organizations and also by individuals are eloborated thoroughly.
