Toplum destekli polislik

Abstract

ÖZET Modern toplumlarda sosyal düzenin sağlanması ve geliştirilmesinden sorumlu tutulan polis günümüzde geleneksel suça müdahale edici yaklaşımım terk ederek suç önlemeye yönelik faaliyetlere odaklanmaktadır. Nitekim polisliğin başarısı yakalanan suçlu ve suç olaylarının oranlarıyla değil halkla geliştirilen ilişkilerin niteliği, halka verilen güven derecesi ve suç önleme yükümlülüğüne halkın katılımının sağlanma oranıyla değerlendirilmektedir. 20.yy'ın son çeyreğinde uygulanmaya ve gelişmiş bazı ülkelerde kurumsallaşmaya başlayan Toplum Destekli Polislik sosyal düzenin korunması ve toplum güvenliğinde sürekliliğin sağlanması amacıyla, halka hizmetin önceliğini benimseyen, halkla iki yönlü iletişim kurabilen, polislik stratejilerinin halkın isteklerine göre belirlenmesi gerektiğini vurgulayan bir polislik felsefesidir. Buna göre polislik yalnızca suç sonrası faaliyetleri içermemektedir, zira suçun nedenlerinin belirlenmesi ve suç oluşmadan önce önleyicilik faaliyetlerinin yapılması toplum güvenliği için kaçınılmazdır. Ayrıca suç sosyal bir olgudur ve suçun önlenmesi toplumu oluşturan bütün kişi ve kurumların yükümlülüğündedir. Bu nedenle halkla iletişimini üst seviyede tutan ve güvenlik politikalarını halkın katılımıyla belirleyen polislik anlayışının yaygınlaştırılması gerekmektedir. Toplum Destekli Polislik uyarınca toplumun polisliğe katılımının sağlanması, bu nedenle öncelikle polisin toplumu tanıması ve topluma sağlıklı bir şekilde tanıtımın yapılması, toplumun yürütülen polislik faaliyetleri konusunda bilgilendirilmesi, devriye hizmetlerinin verimlerinin arttırılması, toplum destekli polis birimlerinin kurum içinde konuşlandırılması, güvenlik hizmetlerinde kamu ve sivil kurumlar ve kişilerle işbirliğinin sağlanması, suç önlemeye yönelik polisliğin yapılabilmesi için sağlıklı istatistiki bilgilerin derlenerek toplumun suça yönelik analizinin yapılması ve suçla mücadelenin toplumsal katılımla gerçekleştirilmesi gerekmektedir. Ülkemizde Toplum Destekli Polislik İçişleri Bakanlığı tarafından 2002 yılında yayınlanan bir genelgeyle Polis Teşkilatına duyurulmuştur. Aynı zamanda İçişleri Bakanlığı Strateji Merkezi bünyesinde kurulan Suç ve Suç Önleme Komisyonunun 'Suçla Mücadelede Toplumsal Katlimi' adlı projesinin uygulanması için çalışmalar başlatılmıştır. Toplum Destekli Polislik adlı çalışmamızın içeriğini yansıtan bu çalışmaların, ülkemizde güvenlik anlayışının değişimine ve gelişimine olumlu katkı sağlayacağı kaçınılmazdır.

ABSTRACT The Police, being responsible of maintaining and improvement of social order in the modem society, is now focusing on activities towards avoiding crime in today's world rather than intervening to traditional crime. After all, the success of policing is not determined by the amount of arrestments and the ratio of crime incidences but by the quality of the relationships between the community, the degree of trust given to the community and the ratio of community participation to crime prevention. Community Policing, that began to be applied in the last quarter of the 20th century and institutionalized in some of the countries, is a policing philosophy which emphasises that the policing strategies need to be determined due to common desires, where community serving is the first priority and two-way communication between the community is essential, in order to preserve the social order and maintain continuity in the security of community. According to this, policing does only concern activities after crime, as determination of reasons for crime and taking necessary precautions before crime takes place is essential. Moreover, crime is a social notion and the prevention of crime is under the responsibility of all persons and institutions forming the community. Therefore, the policing philosophy, which gives a higher priority to communication with the community and determines its security policies according to community participation has to be spreaded. According to community policing, participation of the community to policing, recognization of the community by the police and a healthy presentation of policing to the community for this reason, acknowledgement of the community about policing activities, improvement of the efficiency of patrol activities, deployment of community police units in the department, maintenance of partnership between public and civil organizations, analysis of social crime concerns by compiling reliable statistical information in order to make policing against crime prevention possible and realization of crime prevention by community participation is essential. In our country, community policing has been announced to the Police Department by the Ministry of Internal Affairs with a circular in 2002. At the same time, work is in progress towards the application of the project named " Community Participation in Crime Prevention" prepared by the "Crime and Crime Prevention Commission" settled in "Ministry of Internal Affairs, Strategy Centre". It is evident that these studies reflecting the contents of our study named "Community Policing" shall provide a positive contribution to the changing and development of the security concept in our country.
