Özel eğitim okulu yöneticilerinin özel eğitim mevzuatına ilişkin görüşleri

Abstract

Araştırma; özel eğitim mevzuatının, özel eğitim okul yöneticileri tarafından ne denli yeterli görüldüğünün ve uygulanmasında karşılaşılan sorunlar ile sorun kaynaklarının inceleme konusu yapılması açısından önem taşımaktadır. Bu amaç doğrultusunda Türkiye genelinde halen görevde olan özel eğitim okul ve kurum yöneticilerinden gönüllülük esasına uygun olarak seçilmiş 17 yönetici ile görüşülerek bilgi toplanmıştır. Nitel araştırma yönteminin kullanıldığı araştırmada "Yarı Yapılandırılmış Görüşme Formu" katılımcılara uygulanmıştır. Araştırmada elde edilen bulgular doğrultusunda özel eğitim okul yöneticilerinin; mevzuatın yetersizliğinden kaynaklı sorunlar, mevzuatı uygulamada karşılaşılan sorunlar ve yöneticilerden kaynaklanan sorunlar yaşadıklarını ortaya koymuştur. Özel eğitim okul yöneticilerinin bu sorunların bir kısmının çözümünde mevzuatı yeterli bulurken, diğer kısımlarda mevzuatın yetersiz kaldığını ve diğer mevzuatlardan faydalanarak sorunları çözmeye çalıştığını göstermiştir. Aynı çerçevede araştırmada özel eğitim mevzuatının her okul türü için ayrı ayrı olması, uygulamada birliğin sağlanması, binaların özel eğitime uygun şekilde inşa edilmesi, E-Okul ve MEBBİS sistemlerinin uygun hale getirilmesi, özel eğitim alanında çalışan tüm personele hizmetiçi eğitim verilmesi gerektiği sonuçlarına ulaşılmıştır. Bu temelde araştırmada, özel eğitim uygulamalarının özel eğitim mevzuatının yeterliliği açısından değerlendirilmesi amaçlanmaktadır. The present study is important for findings out the adequacy of special education legislation, the problems encountered in practice and the source of these problems from the view of special education school administrators. In this regard, the aim of this study was to evaluate the special education practices in terms of the adequacy of special education legislation. In accordance with this aim, qualitative research methodology was used. The data were obtained through interviews with 17 administrators working at special education institutions and schools, who participated voluntarily in the study. A "Semi-structured Interview Form" was used to collect the data. The results of the study yielded that special education school administrators encountered problems arising from the inadequacy of the legislation, problems arising from the implementation of the legislation and the problems arising from the managers. Although special education administrators view the special education legislations sufficient to solve some of the encountered problems, they try to solve the rest of the problems, in which they view the legislation is inadequate, by taking the advantage of other legislations. According to the findings of the study, it can be concluded that special education legislation separate for each school type, cooperation provided in implementations, school buildings constructed accordance with special education, E-School and MEBBİS systems habilitated and in-service training should be given to all special education personnel.
