Yaygın eğitim sürecinde yerel yönetimlerin rolü

Abstract

Bu çalışmamızda öncelikle hızla gelişen dünyaya ayak uydurmanın zorunluluğu dile getirilerek yaygın eğitimin önemi ortaya konularak yaygın eğitimin geliştirilmesi sürecinde yerel yönetimlerin rolü, problem olarak ortaya konulmuştur.Eğitim, toplumların çağa ayak uydurmasında ve çağın gereklerinin yerine getirilebilmesinde anahtar bir rol oynamaktadır. Bu bakımdan çalışmada eğitim ile ilgili temel kavramlar ve eğitim süreçleri irdelenmiştir. Çalışmada temel olarak eğitimin yaygınlaştırılması süreci ele alındığı için bu süreçte rol oynayan aktörler üzerinde de durulmuş ve kamu hizmeti kavramı ele alınmıştır.Eğitimin yaygınlaştırılması sürecinde yerel yönetimlerin rolünün açıklanılması dünyadaki örneklerinden de faydalanılarak Türkiye'deki belediyelerin yaygın eğitim faaliyetlerine de vurgular yapılarak yerel yönetimlerin eğitimin yaygınlaştırılması sürecindeki rolü ve önemi gösterilmeye çalışılmıştır.Anahtar Kelimeler: Eğitim, Yaygın Eğitim, Yerel Yönetimler, Kamu Hizmeti, Eğitimin Yaygınlaştırılması.

In this study, at first, we mentioned the necessity of adaptation to the rapidly developing world to emphasize the importance of informal education. Then the role of the local administrative units in developing the informal education process was put forth as our research problem.Education has a leading role in societies? adaptation to the contemporary world and in performing the duties our century necessitates. In this sense, educational concepts and process of education were studied in this research. Because the extending process of education was mainly considered in our study, the actors playing role in this process and public service concepts were also mentioned.We tried to indicate the role and the significance of the local administration in the extending process of education by referring the educational activities of the municipalities in our country and by giving some examples of the educational applications in the world.Key Words: Education, Informal Education, Local Administration, Public Service, Extending Education.
