Yeşil kent ekonomisinin sakin şehirlerde uygulanabilirliği: Ankara-Güdül örneği

Abstract

Küreselleşme tüm dünya sistemlerini, bireylerin üretim-tüketim davranışlarını ve yaşam tarzlarını olduğu kadar tüm bu değişimlerin meydana geldiği mekan olan kentleri de etkilemiştir. Kültürleri ve yaşam biçimlerini erişilebilir ve tahribe açık hale getiren küreselleşmenin kentler üzerindeki etkisi yalnızca mekansal değil kültürel bir aşınmaya da yol açmıştır. Kentlerdeki mimari, kültürel ve geleneksel aşınmanın farkındalığı ile ortaya çıkan ve yavaş yemek hareketinin ardılı olan sakin şehirler (Cittaslow), küreselleşmenin aynılaştırdığı kentsel doku, kültür ve tüketim alışkanlıklarının aksine yerel ve geleneksel değerleri korumaya yönelik bir belediyeler birliğidir. Bir kent, uluslararası sakin şehir ağına katılım için gerekli bazı kriterleri sağlamak durumundadır. Bu çalışmada sakin şehirlere kıyasla daha yeni olan yeşil ekonominin kentlerdeki görüntüsü yeşil kent ekonomisi kavramı irdelenmektedir. Türkiye'nin 18. sakin şehri seçilen Güdül ilçesinin başvuru dosyası üzerinden, bir kentin sakin şehir ağına dahil olarak aynı zamanda yeşil kent ekonomilerinin uygulayıcısı olup olamayacağı tartışılmaktadır. Bu açıdan yeşil kent ekonomilerinin temel hedef ve vurguları belirlenerek sakin şehir kriterleri ile ilişkilendirilmiş, Güdül'ün başvuru dosyası üzerinden pratik uygulamalar görünür kılınarak sonuca varılmaya çalışılmıştır. Ayrıca Güdül'deki yerel dernekleriyle ve Güdül Belediyesi ile iletişime geçilerek ilgili bilgiler teyit edilmiş ve eksik bilgiler tamamlanmıştır.

Globalization has affected all world systems, individuals' production-consumption behaviors and lifestyles, as well as cities, which are the places where all these changes are experienced. The impact of globalization on cities, which makes cultures and lifestyles accessible and vulnerable to destruction, has caused not only spatial but also cultural erosion. Cittaslow, which emerged with the awareness of the architectural, cultural and traditional wear in the cities and is the successor of the slow food movement, is a union of municipalities that aims to protect local and traditional values in contrast to the urban texture, culture and consumption habits that globalization homogenizes. A city has to fulfill certain criteria for participation in the International Cittaslow network. In this study, the image of the green economy, which is newer compared to the Cittaslow, in the cities, the concept of green urban economy is examined. Based on the reference file of Gudul district, which has been chosen as the 18th Cittaslow of Turkey, it is discussed whether a city can be included in the Cittaslow network and also be the implementer of green urban economies. In this respect, the main targets and emphases of green city economies were determined and associated with the Cittaslow criteria, and practical applications were made visible through Gudul's reference file. In addition, the relevant information was confirmed by contacting the local associations in Gudul and Gudul Municipality and missing information was completed.
