Türkiye'deki Suriyeli nüfusta bölgesel yoğunlaşmaların yerli esnafa etkileri: Polatlı örneği

Abstract

Bu çalışmanın amacı, Suriyeli sığınmacıların yerli esnafa etkilerinin irdelenerek araştırılmasıdır. Araştırmanın coğrafi bölge olarak kapsamı, Ankara ilinin Polatlı ilçesi olarak belirlenmiştir. Uluslararası göç olgusu, en istenmeyen haliyle ülkelerde meydana gelen savaşlar, siyasi çatışmalar vb. nedenlerle günümüzde varlığını daima hissettirmektedir. Bu süreçten en çok etkilenen kesimin göçmenler olduğu kadar yerli halkın da olduğunu söylemek mümkündür. Bu doğrultuda yerli halkın tutum ve düşüncelerini etkileyen yansımalar da önemli bir araştırma konusu olarak literatür çalışmalarında ele alınmaktadır. Buna örnek olarak 2011 yılında Suriye'de yaşanan iç savaş sonrasında sığınmacılara açık kapı politikası uygulayan Türkiye, bu krizden en çok etkilenen ülkelerden biri olmuştur. Türkiye, kapılarını ilk açtığında misafirperverliğiyle sığınmacıları karşılamış ancak sonraki süreçte yerli halkın tutumlarında değişimler yaşanmıştır. Araştırmada bu değişimlerin ne yönde gerçekleştiği ve ne gerekçelerle ortaya çıktığı detaylı bir şekilde aktarılmaya çalışılmıştır. Yerli halkın, Suriyeli sığınmacılara karşı pozitif ayrımcılık uygulandığı düşüncesi uyum sürecini zorlaştırmaktan ziyade çatışma ortamının doğmasına da ortam hazırlamıştır. Aynı zamanda Suriyeli sığınmacıların işletme yeri açmaları bazı sektörde çalışan esnafları etkilerken düşük fiyatlarla çalışıyor olmaları da yerli halk üzerinde tepkiye neden olmuştur. Suriyeli sığınmacıların ülkelerine geri dönmelerini isteyen yerli halkın, içerisinde bulundukları ortamdan tedirgin oldukları ve gelecek bir sonraki nesil için endişe ettikleri aşikardır. Çalışmaya Polatlı ilçesinde ikamet eden 30 kişi katılmıştır. Nitel araştırma kapsamında; katılımlı ve dolaylı gözlem ile derinlemesine mülakat teknikleri uygulanmıştır. Elde edilen bulgular, MAXQDA 2022 programında kodlanarak analiz edilmiştir.

The aim of this study is to examine the effects of Syrian refugees on local tradesmen scrutinizingly. The scope of the research as a geographical region was determined as Polatlı district of Ankara province. The phenomenon of international migration, in its most undesirable form, always makes its presence felt today due to wars, political conflicts etc. It is possible to say that the people most affected by this process are the locals as well as the immigrants. In this direction, the reflections that affect the attitudes and thoughts of the local people are also discussed in literature studies as an important research topic. As an example of this, following the civil war in Syria in 2011, Turkey, which implemented an open door policy for refugees, has been one of the countries most affected by this crisis. When Turkey first opened its doors, it welcomed the refugees with its hospitality, but there were changes in the attitudes of the local people in the following period. In the research, it has been tried to convey in detail in which direction these changes took place and for what reasons. The thought of the local people that there is positive discrimination against the Syrian refugees, rather than complicating the adaptation process, has also prepared the environment for the emergence of a conflict occasion. Morover, while the tradesmen working in some sectors were affected from the fact that Syrian refugees opened business places, the reason they works for low salaries caused a reaction among the locals. It is obvious that the local people who want the Syrian refugees to return to their countries are uneasy about the environment they are in and are worried about the next generation. 30 people residing in Polatlı district participated in the study. Within the scope of qualitative research; Participatory and indirect observation and in-depth interview techniques were applied. The findings were analyzed by coding in the MAXQDA 2022 program.
