Suriyeli sığınmacıların sosyo-ekonomik uyumuna yönelik bir araştırma: Ankara örneği

Abstract

Bu çalışma sığınmacıların sosyal ve ekonomik uyumuna yönelik bağlantıyı Suriye'den Türkiye'ye zorunlu olarak göç eden, Ankara'nın Altındağ ilçesinde yer alan Ulubey, Alemdağ ve Önder mahallelerinde ikamet eden Suriyeliler örneğinden kurma çabasındadır. Çalışmanın temel varsayımı, Suriyeli katılımcıların demografik özellikleri ile sosyo-ekonomik durumlarının Türkiye'de sosyal hizmetlerden, sağlık hizmetlerinden ve eğitim hizmetlerinden duydukları memnuniyet düzeylerini, Türkçeyi konuşma ve anlama düzeylerini etkilediği şeklindedir. Çalışmada ayrıca Türkiye'de Suriyeli sığınmacıların sosyo-ekonomik uyumunu etkileyen, zorlaştıran faktörlerin neler olduğu ve ekonomik uyum sürecinin sosyal uyum süreci üzerindeki etkisi de araştırılmak istenmiştir. Çalışmada Suriyeli sığınmacıların sosyo-ekonomik uyum süreçlerinde karşılaştıkları sorunları tespit etmek ve bu sorunların çözümüne katkı sağlayıcı nitelikte çıkarımlarda bulunmak amaçlanmaktadır. Bu amaçtan yola çıkarak Ankara'nın Altındağ ilçesinde bulunan Ulubey, Alemdağ ve Önder mahallerinde ikamet eden geçici koruma kapsamında bulunan 384 Suriyeli ile yüz yüze anket, 30 Suriyeli ile mülakat çalışması gerçekleştirilmiştir. Uygulama alanı her ne kadar sınırlı bir alan olarak görülse de çalışmanın başkentte gerçekleştirilmesi uyum sorunlarının merkeze alınmasını sağlamaktadır. Bulgular Suriyeli katılımcıların ekonomik uyum süreçlerinde karşılaştıkları yasal ve ekonomik sorunların sosyal uyum süreçlerini etkilediğini ortaya koymaktadır. Öte yandan yasal statü, sınırlı hareketlilik, çalışma izni, kota uygulaması Suriyeli nüfusun kayıtlı istihdama erişimlerinde karşılaştıkları yasal sorunları oluşturmaktadır. Bu çalışmanın Suriyeli sığınmacıların sosyo-ekonomik uyum süreci ve uyum sorunlarına yönelik gerçekleştirilen saha araştırması bulgularına dayalı olarak bilimsel veriler sunacağı bu sorunların çözümüne ışık tutacağı düşünülmektedir.

This study attempts to establish the link between the social and economic adjustment of refugees' through the example of Syrians who migrated from Syria to Turkey and reside in Ulubey, Alemdağ, and Önder neighborhoods in the Altındağ district of Ankara. The study's basic assumption is that the demographic characteristics and socio-economic status of Syrian participants affect their satisfaction with social services, health services and education services in Turkey, and their level of speaking and understanding Turkish. The study also aims to investigate the factors affecting and complicating the socio-economic adjustment of Syrian refugees' in Turkey and the effect of the economic adjustment process on social adjustment process. The study aims to identify the problems faced by Syrian refugees' in socio-economic adjustment processes and make inferences that contribute to the solution of these problems. Based on this purpose, a face-to-face survey was conducted with 384 Syrians under temporary protection residing in Ulubey, Alemdağ and Önder neighbourhoods in the Altındağ district of Ankara and an interview study was conducted with 30 Syrians. Although the area of application is seen as a limited area, the fact that the study was carried out in the capital city ensures that the adjustment problems are at the centre. The findings reveal that Syrian participants' legal and economic problems in economic adjustment processes affect their social adjustment processes. On the other hand, legal status, limited mobility, work permit, and quota application constitute the legal problems the Syrian population faces in their access to formal employment. It is thought that this study will provide scientific data based on the findings of the field research on the socioeconomic adjustment process and adjustment problems of Syrian refugees' and shed light on the solution of these problems.
