Türkiye'de Eğitim Hizmetlerinin Özelleşmesi Ve Alternatif Kamusal Sunumlar

Abstract

Eğitim en temel Anayasal haklardandır. Bu açıdan sosyal hukuk devletinin önemli bir hizmetidir. Ancak, son dönemlerde eğitim hizmetleri finansman sıkıntıları ve politika tercihleri nedeniyle özelleşmeye başlamıştır. Bu durum ise fırsat eşitsizliğini ortaya çıkarmaktadır. Türkiye'de eğitim hizmetlerinin finansmanında ciddi sorunlar bulunmaktadır. Ortaya çıkan imkânsızlıklar, eğitimin kalitesini düşürmektedir. Yaşanan özelleşme ise sosyal adaleti ve eşitliği zedelemektedir. Son yıllarda eğitime ayrılan pay artsa da bu artış görünüşte bir artıştan ibaret kalmaktadır. Bu nedenle eğitimin finansmanında alternatif kamusal sunumların gerçekleştirilmesi önemli bir gerekliliktir.

Education is one of the fundamental Constitutional rights. In terms of this, education is an important service of social law state. However, in recent years educational services began to privatised because of financing problems and wrong policies. This situation reveals the inequality of opportunity. There are some serious problems in financing of educational services in Turkey. The inabilities of this reduces the quality of education. The privatization harm the social justice and equality. In recent years, the share of education seems rising but actually that rise is fictious. Because of this, performing the alternative public offers is an important requirement in financing of education.
