Osmanlı Devleti’nde Pîşkeş (Xvıı. Yüzyıl)

Abstract

Farsça pîşkeş sözcüğü “Hediye, armağan” anlamına gelmektedir.Hediyeleşme, Osmanlı’dan önceki Türk-İslam devletlerinde, Çin veBizans kültüründe ve Orta Doğu devlet geleneklerinde yer alan önemlibir olgudur. Osmanlı Devleti’nde önceleri geleneksel uygulamaların birtezahürü olarak alınıp verilen hediye; XVII. yüzyılda değişen sosyal veekonomik şartlar neticesinde çeşitlenerek merasimlerin önemli birunsuru haline gelmiştir. Pîşkeş sunumu XVII. yüzyılda devlet işlerindeolduğu kadar padişahların gündelik hayatlarında (ziyaret, ziyafet,avlanma, gezi vb.) da önem kazanmıştır. Bu dönemde geleneksel birdevamlılık arz etmesinin yanı sıra; bağlılık, itaat, dostluk, barış vedayanışmanın aracı olarak pîşkeş (hediye), sağladığı siyasal, sosyal,kültürel, psikolojik ve ekonomik işlevleri bakımından iktidarınbaşvurduğu bir araç olarak ön plana çıkmış ve merkezî otoritetarafından bir güç unsuru olarak kullanılmıştır. Önceleri iç hazineninen büyük gelir kaynağını savaşlarda elde edilen ganimetler teşkiletmekteyken; XVII. yüzyılda çeşitlenen pîşkeşler, iç hazinenin en önemligelir kaynakları olmuştur. Pîşkeş, bir tanımda arızî yani düzenliolmayan vergi türü hediyeler olarak tarif edilse de, Osmanlılarda ilgilidönemde padişahlara sunulan pîşkeşlerin belirli, kayıtlı ve kurallıolması bir düzen içerisinde alınıp verildiğini göstermektedir. Bumakalede pişkeşin gelişim süreci, esasları, amacı ve işlevleri elealınmaktadır. Konuyla ilgili literatür taramasından sonra Osmanlı arşivbelgeleri tespit edilerek bunların temini, tasnifi ve fişlenmesi suretiylediğer kaynak ve araştırmaların verileri de kullanılarak bunlarındeğerlendirilmesi yapılmıştır.

Pishkash word means “gift, present” in Persian. Receiving andgiving gift is an important fact included in the customs of the Turkish-Islamic states, China and Byzantium cultures and Middle-East statesbefore Ottoman. Gift that is received and given as an appearance of thetraditional applications in the beginning in the Ottoman Empire becamean importance factor of the ceremonies by being varied as a result of thedeveloping social and economic conditions in the XVII th century. As aresult of the socio-economic conditions, the presentation of pishkashgained importance in the daily life of sultans (visit, banquet, hunting,trip, etc.) as well as in the state jobs. During this period, presentingpishkash (gift) was not only continued as a tradition but also became aprominence as a tool applied by the sultans due to its political, social,cultural, psychological and economic functions as it meant loyalty,compliance, friendship, peace and solidarity and considered as a powerfactor by the central authority. At first, spoils gained from warsconstituted the most remarkable source of income for domestictreasury. But in XVII th century diversified pishkash became the mostimportant source of income of the domestic treasury. Althoughpishkash in one sense described as casual that is irregular tax typepresents, gifts presented to Sultans in particular periods in OttomanEmpire shows us that they are presented and received in regularfashion. In the research, focuses on the development process ofpishkash, its purpose and its functions. The Ottoman archivedocuments have been detected after a literature scan, and otherresources and data obtained from the other researches have been madeuse of through supplying, sorting and recording them.
