Metro İstasyon İşletme Şeflerinin Vardiyalarının Hedef Programlama ile Çizelgelenmesi

Abstract

Personel çizelgeleme problemi işletmeler için önemli bir sorundur. Doğru personele doğru görevin doğru zamanda verilmesi ve işgücünün verimli kullanılması, üretimin veya hizmetin aksamadan yapılmasını doğrudan etkiler. Aynı zamanda personel için adaletli bir çalışma planının oluşturulması ve personel haklarının korunması personel memnuniyetini artırır. Raylı sistemlerde ise personellerin çizelgelenmesi hizmetin sürekliliğini ve güvenliğini sağladığı için hem çalışan hem de sistemin kullanıcıları olan yolcular için büyük önem taşımaktadır. Bu çalışmada da ANKARAY metrosunda çalışan istasyon işletme şefleri için çalışma planının oluşturulması amaçlanmıştır. Problemin çözümünde hedef programlama yöntemi kullanılmıştır. Hedef programlama ile oluşturulan matematiksel modelin çözümünde ise ILOG Cplex Optimizasyon programı kullanılmıştır. Yirmi personel için iki ana ve iki ek vardiya ile tatil günlerinin dikkate alındığı otuz bir günlük bir çizelge oluşturulmuştur.

The staff scheduling problem is an important problem for businesses. Proper staffing at the right time and the efficient use of the labor force directly affect the production or service without interruption. At the same time, creating a fair work plan for the staff and protecting the rights of the personnel increase the satisfaction of the personnel. In rail systems, the staff scheduling is of great importance for the passengers who are both the employees and the users of the system, as they ensure the continuity and security of the service. In this study, it is aimed to create a work plan for station operating chiefs working in ANKARAY subway. The goal programming method is used to solve the problem. ILOG Cplex Optimization program is used to solve mathematical model created with goal programming. A thirty-oneday schedule has been created for twenty personnel with two main and two additional shifts and holidays.
