XIX.yüzyılda Mucur Kazası'nın idari, sosyo- ekonomik durumu

Abstract

Tanzimat'ın ilanı ile birlikte vergi ve tahrir sayımlarına yönelik ülkenin belli bölgelerinde halkın kazancına uygun oranda alınan yeni vergiye "temettü" vergisi adı verilmişti. Bu doğrultuda temettü vergisinin hane üzerinden temettüat (gelir) ve vergileri esas alınarak sayımları yapılan defterlere de temettüat defterleri adı verilmişti. Tanzimatın ilk yıllarında sayımına başlanan 1834 tarihli temettüat defterleri Kırşehir Sancağı Mucur kazâsına ait ilk sayımları oluşturmaktadır. Bu defterde Mucur ile ilgili kayıtlarda bağ, bahçe, tarla, asiyab (su değirmeni), bezirhane ve dükkân bilgileri yer almaktadır. Tanzimat'ın ortalarına tekabül eden bir dönemde kayıtları yapılan 1840 tarihli temettüat defterleri 1834 tarihli temettüat defterinden daha ayrıntılı olup hayvan türleri, tarla ve türleri, bağ ve bahçe, asiyab, bezirhane ve dükkân verileri yer almaktadır. İdari ve sosyal açıdan çalışmanın ana kaynaklarından diğer bölümünü Mucur kazâsına ait 1840 ve 1844 tarihli nüfus defterleri oluşturmaktadır. Yapılan çalışmada Mucur kazâsının Solaklı mahallesinin Yenice mahallesinden nüfus, mal varlığı ve kazanç olarak daha fazla olduğu anlaşılmaktadır. Yenice ve Solaklı mahallesinde incelenen sosyal özellikler hemen hemen benzer nitelikler gösterir. Her iki mahallede de başlıca ekonomik faaliyetler tarım ve hayvancılığa dayalı gelişim göstermektedir. Temettüat ve nüfus defterlerindeki verilerden yararlanarak ele alınan Mucur kazâsı Solaklı mahallesinin, Yenice mahallesine göre daha gelişmiş düzeyde olduğunu; Yenice mahallesinin ise, Solaklı mahallesine yakın düzeyde gelişme gösterdiği söylenilebilir. Her iki köyden biri olan Mikail ise, Aflak'a göre demografik ve iktisadi açıdan daha gelişmiş düzeydedir. Mucur genel itibariyle, XIX. yüzyılda kaza veya kasaba niteliğinde olup geleneksel Osmanlı sosyo-ekonomik özelliklerini yansıtmaktadır.

With the announcement of Tanzimat, tax and cadastral record counts were named as the temettu tax to new tax in certain regions of the country in accordance with the income of the people. In this direction, the books which counted the income and taxes of the temettu tax on the head of household were also called "temettuat book". At the beginning of the Tanzimat the first issue of Mucur town of the Kırşehır Sanjak was established in 1834. In this book Mucur related records of vineyards, garden, field, water mill, linseed oil and shop information is located. The dated 1840 temettuat book, which were recorded in a period corresponding to the middle of the Tanzimat period, are more detailed than the 1834 dated temettu book and include animal species, field and species, vineyard and garden, water mill, linseed oil and shop data. Of the other main sources of the study, administrative and social aspects of the Mucur town, 1840 and 1844 dated is composed of population books. In the study, it is understood that the Mucur town was more higher in population, assets and earnings than Yenice neighborhood of Solaklı neighborhood. The social characteristics examined in Yenice and Solaklı neighborhood are almost similar. The main economic activities in both neighborhoods are based on agriculture and animal husbandry. It can be said that the town of Mucur, which is taken into consideration by using the data in the Temettuat and Population books, was more developed than the Yenice neighborhood of Solaklı neighborhood, also close development to Solaklı neighborhood of Yenice neighborhood. Mikail, one of both villages, is level more development demographic and economically than Aflak village. The town of Mucur in general, showing qualities counrty side or town and reflects the socio-economic characteristics of traditional Ottoman Empire in XIX century.
