Akaryakıt dağıtım sektöründe optimal akaryakıt dağıtım planının hazırlanması

Abstract

Akaryakıt Dağıtım Sektöründe Optimal Akaryakıt Dağıtım Planının Hazırlanması problemini konu alan bu yüksek lisans tezi kapsamında, stratejik öneme sahip akaryakıtın, rafineri ya da depolama tesislerinden petrol istasyonlarına taşınmasını sürecinde taşımacılık maliyetini, bir tankere birden fazla istasyonun talebinin yüklenerek, aynı gün içerisinde teslimatı yapılması gereken siparişler için gerekli tanker sayısının düşürülmesi amaçlanmaktadır. Bu amaç doğrultusunda ARP, tam sayılı programlama ve dal sınır yöntemi çalışılmıştır. Her ne kadar 1 Depolama Tesisi ve İç Anadolu Bölgesindeki petrol istasyonları üzerinde çalışılmış olsa da çalışma tüm Türkiye'yi kapsadığı düşünülebilir. Çünkü her bir depolama tesisi kendi bölgesine akaryakıt göndermektedir. Çalışma boyunca petrol dağıtıcılarının internet sitelerinde paylaştıkları istasyon koordinatları kullanılmış, Dr. Erdoğan Güneşin geliştirmiş olduğu VRP Spreadsheet Solver v3.02 İstasyonlar arası mesafe tespit edilmiş, Modeli IBM ILOG Cplex Optimization Studio 12.8 kullanılarak çözülmüş, Google Haritalar ile istasyonların Harita üzerinde konumlandırılması ve çıkan sonuçlara göre tanker rota çizimleri yapılmıştır. Ayrıca çalışmanın ilk 2 bölümünde sektöre hızlı bir bakış sağlayarak, akaryakıt sektörü ile ilgili hangi mevzuat ve kanunlar var, sektördeki kuruluşlar, aktörler, kamu kurumları ve genel terminoloji gibi temel bilgiler hakkında bilgi verilmiştir. Bu bilgilere ek olarak modelin bilgi alacağı ve elde edilen sonucun bilgi sağlayacağı bilgi sistemleri isimlerine de detaya girmeden yer verilmiştir. Sonuç olarak, bir tankere birden fazla istasyonun talebinin yüklenerek, aynı gün içerisinde teslimatı yapılması gereken siparişler için gerekli tanker sayısının düşürülebileceği kanısına varılmıştır. The aim of this master's thesis with subject of " Preperaing Optimum Oil Distribution Plan in Oil Distribution Sector" is to explore the possibility to decrease the transportation cost of strategically important oil from refineries or depots to petrol stations , via decreasing the number of required tankers for same day deliveries by loading more than one station's orders to the same tanker. Within this concept VRP, Integer Linear Programming with Branch and Bound Methods have been studied. Tough one depot and petrol stations located in Inner Anatolia region, have been studied ,the whole study can be considered to represent over all Turkey because each depot delivers oil to its own region. During the study, the coordinates provided by oil distributors on their websites have been used, the distance between the station has been calculated by VRP Spread sheet Solver 3.02 developed by Dr.Erdoğan Gümüş, the model has been solved by IBM ILOG Cplex Optimization Studio 12.8, stations have been located on map by Google Maps and tanker routes have been drawed depending on above results. Besides, at first two stages of study, with a quick overview on sector, the legistations and regulations regarding oil sector, the actors of and institutions the sector, relevant public institutions and the relevant literature have been presented. Moreover, the information system names, from wich the model will have inputs and to which the model provides with outputs, have been summarized. As the conclusion, it has been assessed that the number of tankers required for same day delivery might be decreased by loading more than one station's orders to the same tanker.
