İlköğretim okullarında toplam kalite yönetimi

Abstract

ÖZET İçinde bulunduğumuz 21. yüzyılda sistemler içerisinde en önemlilerinden biri de Toplam Kalite Yönetimidir. 1957 yılında Fiegenbaum tarafından ilk defa Toplam Kalite Kontrol olarak ifade edilen çağdaş ve katılımcı yönetim biçimi daha sonraları Toplam Kalite Yönetimi olarak bütün dünyanın ilgi alanına girmiştir. Bundan sonra da daha geniş çapta uygulama alanı bulmaya devam edecektir. Diğer sektörlerde olduğu gibi ilköğretimde de sürekli gelişmenin hedeflendiği, hedeflerin devamlı ileriye yönelik olarak revize edildiği tarafların tam katılımının sağlandığı bir çalışmayla Toplam Kalite Yönetimi uygulamaları daha başarılı olacaktır. İlköğretimin üreticileri devlet ve özel sektör okullarıdır. Okulların müşterileri iç ve dış müşteriler olarak ikiye ayrılır. Öğretmenler, öğrenciler, okul yönetimi ve eğitime destek personelleri iç müşteriler; veliler, bir üst eğitim kurumları, iş dünyası ve toplum ise dış müşterileri oluşturmaktadır. Okul yönetiminin Toplam Kalite Yönetimi uygulamalarını bir kişi ya da bölüme bırakması yapabileceği en büyük hatadır. Toplam Kalite Yönetimi ise tüm çalışanların katılımının hedeflendiği çağdaş bir yönetim anlayışıdır. Toplam Kalite Yönetiminde temel stratejileri belirlemek ve uygulamak çok önemlidir. Bu stratejiler; bütün öğrencileri öğrenebilir kabul etme, tam öğrenme, öğrenmeyi öğrenme esaslarına dayanır. Mevcut potansiyeli kullanarak seviyenin sürekli ve hızlı bir şeklide yükseltilmesi sağlanmış olur. Toplam Kalite Yönetimi uygulamaları, öğrenci merkezli bir eğitim ile sürekli iyileşme ve gelişmenin amaçlandığı bir eğitim-öğretimi hedeflenmektedir. Bununla birlikte başarının en önemli ön koşulu; korkuyu okuldan tümüyle kaldırmak, öğretmenin öğrenciyi değerlendirmesinden öğrencinin kendisini değerlendirmesine geçmek en zor husustur. Her okul, Toplam Kalite uygulamaları ile ulusal ve uluslar arası olimpiyatlarda kendisini isbat etme çabasında olan bir ekip haline gelebilir.Gelecekte öğrencilere daha rahat ve verimli bir yaşam sağlayabilmek ve böylece toplumun gelişmesine ve ilerlemesine katkıda bulunabilecek düzeyde çalışmaların yapılması gerekmektedir. Bu çalışmalar ferdi amaçların geri plana bırakılarak insan kaynaklarını ve ekip çalışmasını daima ön planda tutan Toplam Kalite Yönetimi ile mümkün olacaktır.

ABSRACT Total quality management (TQM) is one of the vital cornerstones of the management science of the 21 st century. The term originaly put forward by Fiegenbaum in 1957 Fiegenbaum originaly used the term 'Total Quality Control." Later on, the term Total quality management has been used to express "a management style that is modern an participative." It is expected that the TQM will further be applied throughout the World. As far as Total Quality Management in primary schools are concerned, as in other sectors, TQM effords should be fruitful, if sustainable development is aimed. The targets should always be revised to comply with the future's environment and all interested parties should fully be participated in the TQM activities. Service providers in the primary education are the public and the private schools. The customers of the schools can be divided into two groups. These are internal customers, consist of the teachers, the students, the school administration and the general staff, and external customers, consist of the students' parents, the upper educational instutions, the business life and the society. As far as TQM applications are concerned, the biggest mistake that a school administration can do is to leave application of TQM to a person or to a certain division. There is no question that the TQM is a modern administration style where all interested parties are involved. It is vital in TQM to define the basic strategies and to apply them. These strategies should be based on the understanding of students' abilitiy to learn, complete education, and unconditional acceptance the ability of learning. Therefore, it would be possible to continuously increase the level of education. The TQM practices in primary education aim to steadly increanse and development where pupils are put in the centre of the practices. However, the most important pre-condition of succes is to get rid of fear, turning to pupils' assessment of themselves; rather than teachers' assessment of pupils. This is extremely difficult to overcome. Each individual primary schools should try to proof their success in national and international olimpiats through the TQM practices. mIn order to provide the pupils a comfortable and productive life, studies should be carried out. These studies would help the society to have a better life style. These studies should also put collectivism in the front, rahter than individualism. These can be done by TQM. IV
