Avrupa Birliği'nin Türk polis teşkilatı uygulamalarına etkisi

Abstract

ÖZET Ülkemiz uzun süredir Avrupa Birliği'ne üye olmak istemektedir. Çünkü günümüzün koşullan toplumları bölgesel birlikteliklere zorlamaktadır. Küreselleşmenin ara istasyonu konumunda olan ve bir bölgesel birliktelik durumundaki Avrupa Birliği ülkemizde bir takım değişimleri beraberinde getirecektir. Avrupa Birliği ülkemizde bir takım değişimleri beraberinde getirecektir. Hatta içinde bulunduğumuz süreçte bile bu değişimi gözlemlemekteyiz. Toplumsal değişimlerde bu tür siyasal birlikler büyük bir katalizör oluşturmaktadır. Toplumun iç güvenliğinden sorumlu olan Emniyet Teşkilatı Avrupa Birliği ile değişimlere uğrayacaktır. Çünkü toplumsal değişim toplumsal bir kurum olan polis örgütünü doğrudan etkilemektedir. Ayrıca birliğe üye diğer ülke polisleriyle tanışma, görüşme olanağı mevcut polis kültürünü değiştireceği düşünülmektedir. Polis teşkilatımızda ve toplumumuzun tümünde tarihsel sürece dayanan bir değişim potansiyeli bulunmaktadır. Genelde Türk toplumu, özelde ise Türk Polis Teşkilatında bu potansiyeli dinamik hale getirecek olgu olan AB süreci ve sonrası iyi okunup analiz edilmelidir. Toplumların bilgi toplumuna doğru geçiş yaşadığı ve bölgesel birliktelikler bunu teşvik ettiği göz önünde tutulursa karşımıza şu çıkacaktır. Birliktelikle değişen algılamalar, anlayışlar, yaklaşımlar polis teşkilatını değiştirecektir. Çünkü şiddet toplumundan sevgi toplumuna geçişte polisin rolü olduğu kabul edilmektedir. Kaynak ve literatür taraması yapılarak oluşturulan çalışmamızda ise kısaca şu sonuçlara varılmıştır. Bölgesel birliktelik suçların da bölgeselleşebileceğini göstermiştir. Bundan dolayı AB suçla etkin bir mücadele için ortak hareket etmek durumunda kalmıştır. Avrupa Birliği AB 'ne üye polis teşkilatlarıyla ortak çalışma grupları oluşturmuş ve antlaşma / sözleşmeler imzalamıştır. Türkiye'nin AB ile bölgesel suçlara karşı ortak hareket etmesi için antlaşma / sözleşmeleri imzalaması ve çalışma gruplarında yer alması Türk Polis Teşkilatı 'nm değişimin hızlandıracaktır. Ayrıca toplumsal kavramlar, olgular ve semboller de bu birliktelikle değişime uğrayacaktır. Örneğin devlet anlayışında, siyaset anlayışında, suçla mücadele anlayışında değişim olacak bunun polise yansımaları olacaktır. Özetle değişime uğrayan bu toplumsal yapılar polis teşkilatının uygulamalarını da etkileyecektir. ABSTRACT Turkey has been willing to be a member country to European Union for a long time. This is an inevitable outcome since world's current conditions urge societies to regional cooperation. European Union, which stands as the middle station of the globalization and exists as a regional cooperation initiative, will bring drastic changing with it. In fact, even in the current process, we are able to observe this changing. Thus, these kind of political unions play an important catalyst role in social changing. The police who are responsible for the internal security of the society will also be subject to this changing along with the European Union process. That is because social changing directly affects the police, which is a social institution in a society. Besides, it is considered that the opportunity of close relations with other police agencies will change the current police comprehension. In our police organization and entire society, there exists a historical potential of changing. The European Union process and the subsequent events, which can transform this potential into a dynamic opportunity, should be carefully read and analyzed in Turkish society in general and specifically in Turkish police organization. While societies are in a transition period to information societies and regional initiatives encourage societies to do so, the changing of understandings, perceptions and approaches of the police will change the culture of organization. In this respect, changing daily police practices will affect the society since the police are thought to have an important role in passing to loving society from the violence one. Briefly, with this study made with a dense literature screening, below mentioned results have been found. Regional initiatives have shown that crimes can also be regionalized. Therefore, European Union has obliged itself to act in a joint position in order to combat crime in an effective manner. European Union has formed several joint working groups and has signed agreements /conventions. Taking part in the working groups and signing agreements in order to fight regional crimes with European Union will also accelerate the changing process in Turkish police organization. In addition, social concepts, facts and symbols will also experience this changing. For instance, the understanding of state, politics and fighting crime will be affected by this process and it will have reflections on police practices. In brief, the social structures which will be subject to changing, will also affect the police organization practices.
