Uluslararası göçün ekonomiye olan etkisi

Abstract

İnsanlık tarihinin oluşumundan itibaren süregelen göç hareketliliği, günümüzde de insanların hayatlarını etkileyen önemli unsurlardan biridir. Esasen dinamik bir öge olan göç olgusunun etki derecesi toplumlar nezdinde yüksektir. Günümüzde uluslararası göçler; iç savaşlar, hükümet baskıları, ekonomik sebepler gibi vesilelerden dolayı artmıştır. Bu durumun yaşanması ülkelerin ekonomilerini de derin bir şekilde etkilemiştir. Ülkelerin ekonomik açıdan etkilenmeleri tartışmalara sebep olmuştur. Uluslararası göçle ilgili yapılan tartışmalar genellikle medya ya da kişiler tarafından çarpıtılarak farklı şekilde yansıtılmıştır. Göçmen ve mülteci konumunda olan kişilerin ev sahibi konumunda olan ülkelere ekonomik açıdan maliyetli olduğunun üzerinde durularak, bu kişilerin dışlanmalarına neden olmuştur. Bu çalışma uluslararası göçün ekonomik sonuçlarını incelemektedir. Mültecilerin/sığınmacıların ortaya koydukları maliyetlerin devletlerin ekonomilerine zarar verip vermediği sorusu siyasal ve toplumsal ortamlarda sıkça tartışılmaktadır. Göç konusunun ve bunun refah sistemleri üzerindeki etkisinin siyasi tartışmalarda büyük ilgi görmesi tesadüf değildir. Uluslararası göçmenlerin kabulünün mali yüküne ve göçün ülkelerin refahlarına olumsuz yansımasını kısa vadeli etkilei kapsamında ele alan pek çok çalışma bulunmaktadır. Bu araştırma uluslararası göçün ekonomik etkilerini uzun vadeli bir dönem çerçevesinde ele almıştır. Uluslararası göçmenlerin işgücü piyasasında istihdamının sağlanmasıyla uzun dönemde göçün ekonomik açıdan olumlu sonuçlar doğuracağı ileri sürülmektedir. Bunun için de politika yapıcıların sürdürülebilir ve işlevsel bir sistem oluşturması ve uygulamaya geçirmesi gerekmektedir. Anahtar Kelimeler: Uluslararası Göç, Ekonomi, Etki, Politika

Since the formation of human history to this day, the ongoing migration mobility is one of the important factors that has been affecting people's lives. The degree of impact of the phenomenon of migration, which is a dynamic element in nature, is high in societies. Today, international migrations have increased due to reasons such as civil wars, government oppressions, and economic reasons. This situation had a profound impact on the economies of the host countries. The economic impact of migration on countries has caused controversy. Discussions on international migration have often been distorted by the media or individuals and reflected differently. Emphasis on economic cost of refugees and immigrants on host countries has led to their exclusion. This study examines the economic consequences of international migration. The question of whether the costs incurred by refugees/asylum seekers harm the economies of states is frequently discussed in political and social environments. It is no coincidence that the issue of migration and its impact on welfare systems has received great attention in political debate. There are many studies that deal with the financial burden of the acceptance of international immigrants and the negative reflection of immigration on the welfare of countries within the scope of its short-term effects. This research deals with the economic effects of international migration in a long-term framework. It is argued that migration will have positive economic consequences in the long run, with the employment of international immigrants in the labor market. For this, policy makers need to create and implement a sustainable and functional system. Key Words: International Migration, Economy, Effect, Policy
