Türkiye'de tarım sektörünün desteklenmesi ve uygulanan mali politikaların değerlendirilmesi

Abstract

Tarım sektörü tarih boyunca hep önemli bir yere sahip olmuştur. Fakat sektörün doğal koşullara bağlı olmasından ötürü üretim süreci boyunca sürekli beklenmeyen risklerle karşılaşılmaktadır. Bu nedenle tarımsal üretimde hep dalgalanmalar meydana gelmektedir. Sonuç olarak tarım sektörü diğer sektörlere oranla daha fazla sorunu bünyesinde bulundurmaktadır. Ancak her ne kadar tarım sektöründe üretim süreci zor olsa da insanların besin ihtiyacını karşılaması, diğer sektörlere hammadde temin etmesi ve istihdam konusunda ekonomiye katkıları nedeniyle stratejik öneme sahip olup sürekli desteklenmesi gereken bir sektördür. Ülkemizde de Cumhuriyetin ilanından bu yana tarımsal üretimde verimliliği artırmak ve devamlılığı sağlamak için çeşitli politika araçları ile sektöre destekleme yapılmıştır. Bu çalışmanın amacı Türkiye'de uygulanan tarımsal destek politikalarının değerlendirilerek tespit edilen sorunlara ilişkin olarak çözüm önerileri geliştirmektir. Bunun için Cumhuriyet dönemi itibariyle uygulanmış olan tarımsal destekleme politikaları dönemsel olarak etraflıca incelenmiş ve değerlendirmelerde bulunulmuştur. Ülkemizde tarım sektörünü desteklemeye yönelik çeşitli politikalar uygulanmıştır. Fakat emtia fiyatlarında meydana gelen artış ve üreticilerin destek ödemelerinden faydalanmak için etik dışı hareketlerde bulunması destekleme ödemelerinin istenilen amaca hizmet etmesinin önüne geçmektedir.

The agricultural sector has always had a significant place throughout history. However, due to the nature of the industry, there are always unexpected risks during the production process. Therefore, fluctuations are always occurring in agricultural production. As a result, the agricultural sector has more problems than other sectors. However, although the manufacturing process in the agricultural sector is difficult, it is a strategic and needs to be constantly supported that people meet the food needs, provide raw materials and labor to other industries. In our country, since the republic's announcement, there has been a number of policy tools and industry support to improve productivity and ensure continuity in agricultural production. The aim of study is to evaluate the agricultural support policies implemented in Turkey and to devolop solutions for the identified problems. For this the agricultural support policies implemented as for repuplican period were peridically examined in detail and evaluations were made. Various policies have been implemented to support the agricultural sector in our country. However, the increase in commodity prices and the unethical actions of producers to benefit from support payments prevent support payments from serving the desired purpose.
