Yoksulluk ve eğitim harcamaları ilişkisi

Abstract

Yoksulluk yalnızca ülkemizin karşılaştığı bir problem olmayıp hemen hemen bütün ülkelerin baş etmek için mücadeleler verdiği küresel bir olgudur. Her ne kadar ülkeden ülkeye hatta bölgeden bölgeye tanımı, yoksulluğun boyutu ve derecesi farklılık gösterse de ülkeler devamlı yoksullukla mücadele etmişler ve yoksulluğu en aza indirebilmek için politikalar geliştirmeye çalışmışlardır. Yoksulluğun evrensel bir tanımının olmaması yoksullukla mücadelede de farklı politikaların geliştirilmesine neden olmuştur. Ülkemiz açısından da önemli olan yoksulluk sorununa nelerin sebep olduğu ve bunların sonuçlarının neler olduğu Türkiye İstatistik Kurumu verilerinden yararlanarak incelenmiş; ayrıca kurumların yoksulluk ile mücadelede ne gibi politikaların uygulandığı ve bu politikaların etkinlikleri de çalışmada analiz edilmeye çalışılmıştır. Yoksulluktan kişisel ya da toplumsal olarak kurtulmanın en önemli araçlarından bir tanesi de eğitimdir. Zaten bu çalışmanın amacı da, eğitim ile yoksulluk oranları arasındaki ilişkiyi eğitim harcamaları ile incelemeye çalışmaktır. Çalışmada Türkiye ağırlıklı olarak incelemeye çalışılmıştır. Yeterli seviyede eğitimin alınamaması, verimliliğin düşmesine, düşük verimlilikte yoksulluğun artmasına sebep olmaktadır. Dolayısıyla eğitim düzeyi artış gösterdikçe kazanılan gelirde artış gösterdiği için yoksulluk oranının azalacağı diğer bir deyişle yoksulluk ile eğitim seviyesi arasında ters yönlü bir ilişki olduğu gözlemlenmektedir. Ülkemizde eğitim durumu ortaya konularak eğitim harcamalarının yeterli düzeyde olup olmadığı OECD ülkeleri ile kıyaslanarak incelenmiştir. İncelemelerin sonucunda, son zamanlarda ülkemizde eğitim için yapılan harcamaların GSYH içerisindeki payı ve eğitim kurumlarına ayrılan kaynakların merkezi yönetim bütçe içerisindeki payının da arttığı görülmüş ancak öğrenci başına yapılan harcamalarda da olduğu gibi Türkiye OECD ülkeleri ile karşılaştırıldığında eğitim harcamaları açısından çoğu ülkelerin gerisinde kaldığı görülmüştür. Poverty is not only a problem faced by our country, it is a global phenomenon that almost all countries struggle to cope with. Although the definition, size and degree of poverty differ from country to country and even from region to region, countries have always struggled with poverty and tried to develop policies to minimize poverty. The lack of a universal definition of poverty has led to the development of different policies in the fight against poverty. What causes the poverty problem, which is also important for our country, and what their consequences are, using the data of the Turkish Statistical Institute, what kind of policies the institutions have implemented in the fight against poverty and the effectiveness of these policies have been tried to be analyzed in the study. One of the most important means of getting rid of poverty personally or socially is education. The aim of this study is to try to examine the relationship between education and poverty rates with education expenditures. In the study, Turkey has been mainly tried to be examined. Inadequate education leads to a decrease in productivity and an increase in poverty in low productivity. Therefore, it was concluded that as the level of education increases, the poverty rate will decrease as the income earned increases, in other words, there is an inverse relationship between poverty and education level. In our country, the level of education has been revealed, and whether the education expenditures are sufficient or not has been compared with OECD countries. As a result of the examinations, it has been seen that the share of the expenditures made for education in our country in GDP and the share of the resources allocated to educational institutions in the central government budget has increased recently, but as in the expenditures per student, it has been concluded that Turkey lags behind most countries in terms of education expenditures when compared to OECD countries.
