    Osmanlı İmparatorluğu dünya tarihinde kendine özel siyasi, iktisadi ve toplumsal yapısı ile dikkat çeken örneklerdendir. Osmanlı İmparatorluğu’nun yaklaşık 600 yıl süren uzun hâkimiyet dönemi içinde geçirdiği değişimleri tek bir yaklaşımla ele almak, tarihi sınırlı bir bakış açısı ile okumaktır. Bu bağlamda Avrupa’nın Orta çağ ve akabinde yaşadığı devrimler süreci ile iktisadi ve siyasi değişiminin kısmen Osmanlı İmparatorluğu eş etkileşimine dikkat çekmek önemlidir. Elbette Türkiye’de iktisadi siyasi ve sosyal tarih üzerine yapılan pek çok çalışma mevcuttur. Ancak kısmen de olsa farklı bir pencere açabilme acına bu çalışmada Avrupa’nın devrimler süreci ile eş zamanlı Osmanlı İmparatorluğu’nda yaşanan iktisadi değişimlerin ya da fikirlerin kısa bir incelemesini ortaya koymayı amaçlıyoruz. Bu bağlamda çalışmanın bir anlamda millî burjuvazi yaratımının da temellerine değinmesi söz konusudur.

    "Stability Diplomacy” Concept in Turkish Foreign Policy: Case of the Russia-Ukraine War

    The collapse of the USSR at the end of the Cold War reduced Russia's imperial expansion power, limiting it to historical borders. Under Vladimir Putin's leadership, Russia aggressively pursued an agenda to reclaim its status as a global superpower and challenge the West's dominance in global politics. In 2022, the conflict between Russia and Ukraine intensified when President Putin authorized a military operation. This event has had far-reaching implications for global politics and security and remains an ongoing concern. As a NATO member, Türkiye adopted an active neutrality policy in response to the Russia-Ukraine war. Türkiye's strategic foreign policy has cultivated solid diplomatic ties with Russia while circumventing Western sanctions. Additionally, Türkiye has forged a unique and promising relationship with Ukraine, further solidifying its position as a critical player in the region. In recent years, Türkiye has been deepening its relations with many countries and areas, especially the Eurasian region, on a combination of stability diplomacy. This study discusses Türkiye's position in the Russia-Ukraine war, utilizing the concept of stability diplomacy due to Türkiye's critical role in the war. I use stability diplomacy as a conceptual framework because Türkiye has a vital role during this war and in the Eurasian region. Therefore, cooperation is the most crucial element of stability diplomacy. Dialogue, balance, encouragement, and resolution are essential in diplomacy to ensure regional stability and security, focusing on Eurasia to mitigate global issues in the second stage. The study aims to analyze Türkiye's role as a regional power in the context of the Russia-Ukraine war, considering the advantages and disadvantages of its current relationships.

    The empire is the focal points of powerin the quest for hierarchical superiority that provides power and space formovement within the anarchic structure of the international system. The historyof empires has equivalent  historical rootas well as human history. In this respect, the international relations systemestablished with Westphalia which based about 400 years, is actually adimension of the power reading that has existed for centuries. On the otherhand, modernization reshape and create identity and civilization in worldhistory. With this new approach Europe start to impress World System. In thisperiod, the transformation of the empires into great powers forced thetraditional ones to become modern. Hence, our modern and traditional worldimagination determines the historical boundaries of this creation. So, thescope and boundaries of this study will focus on two major transformations , Westhaliaand modernization periods, in order to see the historical change.
