    The Effect of The Determination Method of The Estimate Cost on The Contract Price and Efficient Sourcing in Works Contracts

    The share of public procurement which is rising in accordance with the development of public services has been increasing in the Gross Domestic Product (GDP). This importance of the public procurement which has a feature of being used as a social policy means in the economy, also arises the need to use the needed public sources more efficiently and productively. In this context, works contracts increase year by year. The estimate cost, the main variant in the determination of public source needs in works contracts is determined and reserved before the contract by contracting authorities is generally fixed based on public unit prices and shows the upper limit of the source which will be saved from the contracting authority’s budget. The determination method of the estimate cost and whether the public sources which are required by the estimate cost are used efficiently and productively are studied in this paper. Furthermore, the burden of these contracts on the public budget is demonstrated by emphasizing the difference between the contract price and the estimate cost occurred at the end of the contract procedure. The effect of the estimate cost determination method on the contract price, efficient sourcing and on the budget burden is studied in this paper via reviewing and analysing the relationship among the variants which take part in the data sets formed from the appeal applications made between 2009 and 2013 towards works contracts and it is understood that the estimate value is determined via public unit prices in works contracts, that resources reserved to the contracts are not used efficiently and that the budget burden is surplus
