Many personnel perform different tasks such as operation, administration, maintenance, security, and cleaning on the railways to provide an excellent service to the passengers. These personnel are among the most critical parts of the railway system in infrastructure, passenger, and freight transport. This study aims to create a schedule by using mathematical methods for the personnel working in the railway system. The goal programming method, which enables to achieve more than one goal simultaneously, was used to solve the problem. It is planned to create the most appropriate and efficient work plan by analyzing the work, task distribution, and shift schedules of the personnel working on the high-speed railway (HSR) Ankara-Istanbul line. The 28 day team schedule, which aims to distribute the duties of the staff equally, includes the distribution of the teams and the creation of tours for a total of sixteen daily trips. 225 crew working between Ankara-Istanbul and Istanbul-Ankara were formed. We gathered a fair schedule for the crew, and we increased the satisfaction level of the personnel. While all this is being done, the business requests were met.Öğe Scheduling and Rostering of Temporary Staff to Deal with Periodically Increasing Demand in Retail Sector: An Application(Gazi Univ, 2022) Curebal, Ahmet; Koctepe, Serkan; Eren, Tamer; Ozder, Emir HuseyinTemporary employment is a need to meet periodically increasing demand. It is arranged for a limited number of days and its service quality output is observed instantly. These make the planning phase complicated. In the process, the priority of businesses is to meet the increasing demand and to regulate the workload according to the terms of the period. Solving the periodic increase in demand by providing permanent employment can cause businesses to face the costs arising from excess employment in the long term. Generally, businesses manage these periods by hiring new staff. The most critical problems of the process are the suitability of the temporarily employed staff to work and whether they are suitable for the competencies in the job description. It is expected to achieve an efficiency equivalent to the cost to be incurred for this need that occurs in certain time periods. Adaptation processes, the effects of today's pandemic virus, and ergonomics issues owing to some tasks are the other basic constraints of this planning process. In this study, the problem of scheduling and rostering of staff requested for the problem of staff shortage owing to periodically increased demand has been solved. 50 candidate staff were evaluated in 4 competency types. Thus, an optimized service quality and staff costs has been achieved for this periodic staff need. For problem solving, 0-1 integer programming model was established and the proposed model, is written in ILOG CPLEX Studio IDE and is solved with the CPLEX solvent.Öğe Shift scheduling solution with hybrid approach in a power plant(Elsevier, 2021) Ozder, Emir Huseyin; Alakas, Haci Mehmet; Ozcan, Evrencan; Eren, TamerThis study focuses on staff scheduling problems in a natural gas combined cycle power plants with demanding shift systems. Scheduling the personnel working in power plants to the most suitable shift program can be arduous in terms of energy supply security. Natural gas combined cycle power plants are labor units where an expensive resource such as labor is used intensively. The primary aim in these types of enterprises is to ensure maximum employee satisfaction with min-imum operating and labor costs. To meet this goal, companies must use various techniques. Shift scheduling models can also be considered as one of the useful tools in this respect. A constraint pro-gramming model has been developed for the shift scheduling problem. This model allows personnel to be assigned equally to shifts, minimizing the cost increase due to overtime. The proposed model satisfies the need for electricity generation in a big natural gas combined cycle power plant was operated in Turkey with real data has an acceptable calculation time to obtain the optimal solution. Staff scheduling model with the proposed improvements to the problem is provided close to 33% compared with the present situation. The calculation results show that the constraint programming model gives better results than the current schedule. The specificity of this study can be listed as follows: Firstly; the different model is presented in detail for the personnel scheduling problem, compared with the actual results and the results of the proposed model. Secondly, the personnel scheduling problem is modelled as a task-source match with the standard scheduling logic and mod-elled effectively with constraint programming. With the model, suitable solutions can be produced in a short time calculation period. (C) 2021 THE AUTHORS. This study presents an applicable shift schedule of workers in a large-scale natural gas combined cycle power plant (NGCCPP), which realize 35.17% of the total electricity generation in Turkey alone, as at of the end of 2018. This study included 80 workers who worked three shifts in the selected NGCCPP for 30 days. The proposed scheduling model was solved according to the skills of the workers, and there were nine criteria by which the workers were evaluated for their abilities. Analytic network process (ANP) is a method used for obtaining the weights of workers' abilities in a particular skill. These weights are used in the proposed scheduling model as concepts in goal programming (GP). The SSP-ANP-GP model sees employees' everyday preferences as their main feature, bringing high-performance to the highest level, and bringing an objective functionality, and lowering the lowest success of daily choice. At the same time, the model introduced large-scale and soft constraints that reflect the nature of the shift requirements of this program by specifying the most appropriate program. The required data were obtained from the selected NGCCPP and the model solutions were approved by the plant experts. The SSP-ANP-GP model was resolved at a reasonable time. Monthly acquisition time was significantly reduced, and the satisfaction of the employees was significantly increased by using the obtained program. When past studies were examined, it was determined that a shift scheduling problem of this size in the energy sector had not previously been studied.Öğe Sustainable Personnel Scheduling Problem Optimization in a Natural Gas Combined-Cycle Power Plant(Mdpi, 2019) Ozder, Emir Huseyin; Ozcan, Evrencan; Eren, TamerThis paper deals with a sustainable personnel scheduling problem of personnel working in a large-scale natural gas combined-cycle power plant in Turkey. The proposed model focuses on employee complaints due to unfair work schedules and the results of balanced assignments based on power plant interruptions. Eighty personnel work in three shifts at this natural gas combined-cycle power plant. The model is solved with respect to some of the workers' skills, and there are 20 criteria regarding skills. The analytic network process method is used to get the weights of workers' skills, which are calculated and included in the model. Goal programming is used in this paper. Our proposed model gives cost minimization and fair work schedules for the power plant. Compared with the literature, the number and set of criteria are unique in terms of personnel competency in the energy sector. Minimizing cost and imbalanced assignments was achieved by the proposed model for the first time without considering the sector.Öğe Sustainable personnel scheduling supported by an artificial neural network model in a natural gas combined cycle power plant(WILEY, 2020) Ozder, Emir Huseyin; Ozcan, Evrencan; Eren, TamerDespite the impact of personnel scheduling on the sustainability of production processes, it is a rarely studied problem in the electricity generation sector, whose main purpose is sustainable energy generation. From this point of view, personnel scheduling problem is handled in this study based on the impact of this problem, which focuses on fair and balanced job distribution according to the personnel qualifications, on the sustainable generation in the power plants. With its advantages such as ease of operation and maintenance, fast commissioning, lower greenhouse gas emissions compared to other fossil fuels and etc. one of the biggest Natural Gas Combined Cycle Power Plant (NGCCPP) in Turkey is chosen as application area. The main purpose of the study is to demonstrate the effect of fair, balanced and competency-based personnel scheduling on generation stoppages resulting from personnel planning in power plants, which have great importance in energy supply security of the countries. This study is the first in the literature in terms of three different aspects. Firstly, in the energy sector, it is different in that it is a personnel scheduling study that takes into consideration the job assignment of the personnel according to their abilities and minimizes costs. Secondly, the large size of the problem is different from that of previous studies in the literature. Finally, the number of personnel employed in this generation facility varies according to the season. At this point, the past generation data are analyzed using an Artificial Neural Network (ANN) method and an estimation is made, and personnel scheduling is performed in the light of this information. Consequently, the proposed multi-objective mathematical model supported with multi-criteria decision making and ANN, shutdown rate of the power plant due to operator error is reduced 67.3%, and personnel satisfaction level is increased from 42% to 89%as solution.Öğe A Systematic Literature Review for Personnel Scheduling Problems(WORLD SCIENTIFIC PUBL CO PTE LTD, 2020) Ozder, Emir Huseyin; Ozcan, Evrencan; Eren, TamerOrganizations need to focus on many parameters to reach their goals such as personnel satisfaction at the top level, profit maximization, increasing system efficiency and minimizing costs.
