    Assignment of Support Province and Alternative Route Selection for Emergencies and Disasters: an Application in Kocaeli Province

    In disasters, people experience great material and spiritual losses. After the disaster, it is seen that there is great damage to the transportation roads and transportation to the disaster area becomes difficult. By looking at the rapid delivery of aid to disaster victims in the disaster area with a solution-oriented approach, the complexity in transportation should be avoided by going to the region through different and safe routes. In this study, the problem of alternative route selection and support province assignment in transportation to the post-disaster region for the Darica district of Kocaeli province is discussed. This problem has been evaluated within the scope of the worst earthquake scenario in Kocaeli Provincial Disaster Risk Reduction Plan-IRAP 2021. The provinces assigned in the selected earthquake scenario were evaluated and new support provinces were listed, taking into account the situations in which they may be inadequate. It is aimed to determine alternative routes according to the listed support provinces. In this study, AHP (Analytic Hierarchy Process), PROMETHEE (Preference Ranking Organization Method for Enrichment Evaluation), TOPSIS (Technique For Order Preference By Similarity To An Ideal Solution), which are among the Multi-Criteria Decision Making (MCDM) methods, are used. © 2024 Afet ve Acil Durum Yonetimi Baskanligi (AFAD).
