A Systematic Literature Review for Personnel Scheduling Problems
(WORLD SCIENTIFIC PUBL CO PTE LTD, 2020) Ozder, Emir Huseyin; Ozcan, Evrencan; Eren, Tamer
Organizations need to focus on many parameters to reach their goals such as personnel satisfaction at the top level, profit maximization, increasing system efficiency and minimizing costs. By carefully examining the significant effect of personnel scheduling on the production of goods and services, achieving a fair distribution of work among the employees paves the way for higher motivation and performance of the employees, particularly, in production and service industries. In this paper, a systematic literature review (SLR) approach is used to demonstrate the necessity of scheduling studies in order to overcome the deficiencies in auxiliary activity groups. It sheds light on a new and very important areas such as examining the model structures of sector differences, and guiding researchers. New trends and approaches are presented for the personnel scheduling problems. Different classification perspectives are displayed.

Application of Operational Research Techniques in Operating Room Scheduling Problems: Literature Overview
(Hindawi Ltd, 2018) Gur, Seyda; Eren, Tamer
Increased healthcare costs are pushing hospitals to reduce costs and increase the quality of care. Operating rooms are the most important source of income and expense for hospitals. Therefore, the hospital management focuses on the effectiveness of schedules and plans. This study includes analyses of recent research on operating room scheduling and planning. Most studies in the literature, from 2000 to the present day, were evaluated according to patient characteristics, performance measures, solution techniques used in the research, the uncertainty of the problem, applicability of the research, and the planning strategy to be dealt within the solution. One hundred seventy studies were examined in detail, after scanning the Emerald, Science Direct, JSTOR, Springer, Taylor and Francis, and Google Scholar databases. To facilitate the identification of these studies, they are grouped according to the different criteria of concern and then, a detailed overview is presented.

Scheduling and Planning in Service Systems with Goal Programming: Literature Review
(Mdpi, 2018) Gur, Seyda; Eren, Tamer
Background: People want to be able to evaluate different kinds of information in a good way. There are various methods that they develop in such situations. Among the optimization methods, the goal programming method is often used when there are multiple objectives that decision makers want to accomplish. Because scheduling and planning problems have multiple objectives that are desired to be achieved, the goal programming method helps the researcher in contradictory situations between these goals. Methods: This study includes, examines, and analyzes recent research on service scheduling and planning. In the literature, service scheduling and planning studies have been examined using goal programming method from past to today. Results: The studies are detailed according to the type of goal programming, according to scheduling types, the purpose used in the studies, and the methods integrated with the goal programming. There are 142 studies in Emerald, Science Direct, Jstor, Springer, Taylor and Francis, Google Scholar, etc. databases that are examined in detail. For readers, diversification has been made to facilitate the identification of these studies and a detailed overview has been presented. Conclusion: As a result of the study, studies with the goal programming in the literature have been seen. The readers' perspectives for planning and scheduling are discussed.

A combined goal programming - AHP approach supported with TOPSIS for maintenance strategy selection in hydroelectric power plants
(Pergamon-Elsevier Science Ltd, 2017) Ozcan, Evren Can; Unlusoy, Sultan; Eren, Tamer
Sustainable energy supply defined as uninterrupted, reliable, efficient, economic and environmentally friendly electricity generation is the main goal of power plants. Carrying out the proper maintenance processes has critical importance in terms of prolonging the effective operational lifetime of power plants and thus improving the sustainable power generation of the system. Since it serves for such an important purpose, maintenance is a crucial process that must be managed and selection of the most appropriate maintenance strategy is the first and unignorably stage of maintenance management in power plants as in other manufacturing facilities. Within this scope, this study focuses on the maintenance strategy selection problem in hydroelectric power plants have great importance for world and Turkey energy mix. As hydroelectric power plants comprise thousands of equipment with different characteristics, nine equipment which have similar effects and the most important ones for power plant are determined by The Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) under nine evaluation criteria weighted by the Analytic Hierarchy Process (AHP) for a big scale hydroelectric power plant in Turkey. Maintenance strategy combinations are obtained for each selected equipment via proposed goal programming (GP) model which uses the criteria weights and alternative priorities calculated with AHP and reflects the realities of power plant. Finally, it is determined that there is an improvement about 77% in downtimes arise from carrying out the improper maintenance strategy on selected critical equipment compared to the period when the model is not used.
