Abstract
İngiltere’nin,1917’de Filistin’i işgal ettikten sonra orada kurduğu askeri yönetim ülkeninyönetimi ve güvenliği konularında faaliyetini devam ettirmiştir. Buna göreaskerler; bu iki alanda Filistin’de mevcut durumu korumakla yükümlüdür. Yönetimile ilgili konuda Filistin, idari merkezlere ayrılmış ve askeri valilergörevlendirilmiştir. Valiler bulundukları ili yönetirken savaş koşullarına görehareket etmiştir. Bu sayede askeri yönetim Filistin’de mevcut olan dengeyikorumuştur. Askeri yöneticilerin Filistin'de görevli olduğu diğer konu ise ülkegüvenliğinin sağlanmasıdır. Askeri yöneticiler, Filistin'de güvenliği sağlamakonusunda görevlerini yerine getirirken Londra Dış İşleri Bakanlığında alınanpolitik kararlardan ister istemez etkilenmiştir. Bu kararlardan birisi olanLondra Dış İşleri Bakanlığı’nın Filistin’de Siyonistleri destekleyerek birYahudi Ulusal Evi inşa etmek istemesi, Askeri yöneticileri Filistin'degüvenliği sağlama konusunda zor durumda bırakmıştır. Haliyle bu durumFilistin’de yaşayan Arapları da rahatsız etmiştir. 1920 yılı bahar aylarındagerçekleşen Nebi Musa Şenlikleri, Arap tepkisinin ilk kıvılcımı olmuş ve ikitoplum çatışmıştır. Bu ise askeri yönetimin sona ermesini beraberindegetirmiştir.
After theoccupation of Palestine by the United Kingdom in 1917, military rulingestablished there continued its activities in the areas of administration andsecurity of the country. Accordingly, soldiers are responsible in these twoareas of maintaining the current situation in Palestine. On the issue ofadministration, Palestine was divided into administrative centers and militarygovernors were appointed. The governors acted according to the conditions ofwar when they ruled the province. At this point the military administration hasmaintained the balance that exists in Palestine. The other issue where the militarycommanders are in charge of Palestine is the security of the country. Militaryrulers were inadvertently influenced by the political decisions taken by theLondon Ministry of Foreign Affairs while fulfilling their duty to providesecurity in Palestine. One of these resolutions, the London Foreign Ministry'sdesire to build a Jewish National Home in Palestine in support of the Zionists,left military officials in a difficult position for security in Palestine. As amatter of fact, this situation has also disturbed the Arabs living inPalestine. In the spring of 1920, the al-Nabi Musa festivals became the firstspark of the Arab reaction, and the security of the country was in danger. Thisbrought together the end of the military administration.
