dc.description.abstractThe aim of this article is to assess information levels of people withvisual impairment on the rights in terms of their access to human rights andfundamental freedoms.  As being differentfrom the other articles about how society generally perceives disabled persons,this article especially addresses the point of views of persons with visualimpairment towards their own social and legal rights. In this scope, theinformation level of the persons with visual impairment on their rights who arethe members of several associations of people with visual impairment in Ankara,their capacities for defending these rights, the ways they pursue to achievetheir rights and finally the problems they face in the course of access to therights of the persons with disabilities have been researched through theexamples they experience in their lives. 274 persons with visual impairmentshave been interviewed for this study. Quantitative research method was used inthe study and data were collected by questionnaire technique. According to thefindings of the study, irrespective of their genders and educational levels,95% of persons with visual impairment are isolated socially and subjected toprejudice. Additionally it has been determined that these persons need moresupport in economic, social and cultural areas.
dc.description.abstractBuçalışmanın amacı, görme yetersizliğinden etkilenmiş bireylerin insan haklarına ve temel özgürlüklere erişimleriçerçevesinde sahip oldukları haklara dair bilgi düzeylerinin ölçülmesidir. Buçalışma toplumun genelde engelli bireyleri nasıl algıladığına değinençalışmalardan farklı olarak, özelde görme yetersizliğinden etkilenmiş bireylerin kendi toplumsal ve hukuki haklarına bakışaçılarını ele almaktadır. Bu kapsamda Ankara’da bulunan farklı görme engelliderneklerine üye görmeyen bireylerin kendi haklarını bilme düzeyleri, buhakları savunma kapasiteleri, hak arama mücadelesinde izledikleri yollar ve sonolarak engelli insan haklarına erişmede karşılaştıkları problemler kendiyaşamlarından verdikleri örneklerle irdelenmiştir. Araştırma kapsamında 274görme yetersizliğinden etkilenmiş birey ile görüşülmüştür. Bu çalışmada nicelaraştırma yöntemi kullanılmış, veriler anket tekniği ile toplanmıştır. Araştırmabulgularına göre, görme yetersizliğinden etkilenmiş bireylerin cinsiyetleri ve eğitim seviyeleri fark etmeksizin%95 oranında toplumsal anlamda dışlandığı ve ön yargıya maruz kaldığıgörülmektedir. Ayrıca bu kesimin ekonomik, sosyal, kültürel vb. alanlarda dahafazla desteğe ihtiyaç duydukları tespit edilmiştir.
