AK PARTİ’NİN BAŞKANLIK SİSTEMİ MODELİNİN ABD’DEKİ BAŞKANLIK SİSTEMİ MODELİNDEN FARKLILIK ARZ EDEN YÖNLERİ

Özet
Türkiye’de 1980’li yılların başından bu yana bazı siyasetçiler parlamenter sistemden başkanlık sistemine geçilmesi önerisinde bulunmuştur. Bunlar içerisinde en somut öneriyi AK Parti getirmiştir. AK Parti’nin başkanlık modeli, ABD’de tatbik edilen başkanlık modelinin aynısı değildir. Bu öneride Türkiye’ye özgü bazı farklılıklar yer almaktadır. Bu Türkiye’ye özgü özellikle bazıları tarafından ciddi eleştirilere tabi tutulmuştur. Fakat AK Parti’nin bu önerisine bazı akademisyenler tarafından da destek gelmiştir. Bu makalede, AK Parti tarafından önerilen başkanlık modeli ile ABD’de tatbik edilen başkanlık modeli mukayeseli olarak incelenecek ve önerilen bu sistemin Türkiye’de uygulanabilirliği tahlil edilecek. Şayet Türkiye’de başkanlık sistemi benimsenirse yapılması gerekli bazı önerilere de yer verilecektir.
Some politicians in Turkey has proposed switching the parliamentary system to presidential system since the early 1980s. Among these, the most concrete proposal has brought the AK Party. The presidential model of the AK Party is not the same as the presidential model is applied in the USA. This proposal includes some differences specific to Turkey. It has been subjected to severe criticism by some of the features specific to Turkey. But some academicians supported this proposal of AK Party. In this article, presidential model which proposed by the AK Party will be examined in a comparative model applied to the presidency in the United States and suggested the applicability of this system will be analyzed in Turkey. If Turkey adopted the presidential system, Some necessaries will also be provided to some suggestions.
