Abstract
Demokrasi, başlangıçtan günümüze gelişim gösteren siyasal sistemlerden birisidir. Günümüzde siyasal ve yönetsel alanlarda halkın karar alma süreçlerine dâhil edilmesi öncelikli hale gelmiştir. Halkın kendi kendisini yönetmesine daha çok olanak veren ve halka daha yakın kurumlar olması, katılımcı demokrasiyi ön plana çıkarmaktadır. Katılımcı demokrasi anlayışı ve Türkiye'deki uygulamaları bu çalışmanın temelini oluşturmaktadır. Katılımcı demokrasi uygulamaları bağlamında halkın kendisini yönetmesi olgusu, ülkenin daha demokratik bir zeminde olmasında ve halkın da kendisini yönetime yakın hissetmesinde anahtar rol oynamaktadır. Ulusal düzlemde demokrasi alanında yaşanan sıkıntılar yerel demokrasi ve katılıma da yansımıştır. Ancak yasaların getirmiş olduğu olumlu katkıların yanı sıra, katılım konusunda halkın yönetime nasıl ve ne kadar katılacağı konusu da önemli sorunlardan biridir. Halkın yöneticileri seçebilmesi demokrasi açısından değerli olmakla birlikte artık kesinlikle tek başına yeterli değildir. Dolayısıyla halkın farklı yollarla kendisinin yönetime katılması ve fikirlerini yansıtması ülkenin demokrasisinin gelişmesi ve sisteme yabancılaşmaması adına önemli bir parametre teşkil etmektedir. Democracy is one of the systems that developed from the beginning till now. Today inclusion of the public into the decision making process of political and administrative areas became a priorty. Institutions allowing the public self governance for itself more and closer to the people comes forward by participatory democracy. Participatory democracy concept and Turkish practice forms the fundamentals of this dissertation. Participatory democracy practices is the self governance of the public itself. By that way the country rely on more democratic grounds playing a key role for the public to feel closer to the government. In the national level problems beeing faced in the democracy area reflected to the local democracy and local participation. But next to the positive contributions brought by the laws the phenomenon of how and how much the public will participate into the governance is one of the important problems. For the public to elect the governors is precious however this is not certainly enough alone. As a matter of the fact that participation of the public in to the governance process by different ways and reflection of its ideas is an important parameter for the improvement of the democracy and not to alienate to the system of the country.
