Özet
Demokratik parlamenter rejimlerde ideal demokratik yapı yaşamın vazgeçilmez unsurlarının hem zeminini hem de çatısını oluşturur. Globalleşen dünyada demokrasi, siyasal, yönetsel, toplumsal, kültürel, ve ekonomik bakımdan daha bir önem kazanmaktadır. Bir sosyal sistem olarak; demokrasinin sosyal şartlarının incelenmesi siyaset sosyolojisinin başta gelen görevidir. Hükümet etme yetkisinin halk elinde bulundurulmasını içeren demokrasinin temel yapı taşlarından birisi ve en önemlisi seçme ve seçilme kavramıdır. Bu kavram çerçevesinde yapılanan partilerin ise en büyük açmazlarının başında parti içi demokrasi gelmektedir. Bu çalışmanın amacı kurumlar sosyolojisinin beş ana yapı taşından biri olan siyaset sosyolojisi kapsamında; demokrasinin tanımı, ve tarihsel gelişimini ve bunların ülkemizdeki yansımalarının sosyolojik boyutunu ortaya çıkarmak, parti kavramı çerçevesinde partilerin yapısal durumunu, demokratik gelişimlerini, parti içi demokrasi uygulamalarını inceleyerek, demokrasi ve parti içi demokrasi üzerindeki olumsuzluklarını tespit etmek ve oluşan dejenerasyonun sosyolojik sonuçlarını ortaya koymaktır. Bu çalışmada konunun sağlam bir alt yapıya oturtulması amacıyla tarihsel gelişim ve süreçlere ağırlık verilmiş, bu temel üzerine mevcut demokrasi ve partiler çerçevesinde oluşan siyasi yozlaşma ortaya konmaya çalışılmıştır.
In democratic parliamentary regimes, the democracy element is among the essential elements of life. In a more global world, democracy becomes more important in the fields of politics, administration, public, culture and economy. As a social system, examining the social conditions of democracy is the initial function of politics sociology. The most important fundamentals of democracy, the possession of executive power by the public, are right to vote and eligibility. The primary dilemma of political parties, which are configured in accordance with the aforementioned fundamentals, is in-party democracy. The aim of this study is to bring to light the definition and the historical progress of democracy and the sociologic aspect of the reflection of these topics on our country; to determine negativities in the fields of democracy and in-party democracy by examining the structural situation, democratic progress and in-party democracy applications of the political parties within the political party term and to determine the sociologic outcome of the appearing degeneration; within the concept of politics sociology which is among the five basic elements of institutions sociology. With this study, the focus is made on the historical progresses and processes in order to put the matter on a solid ground, and on this basis, it has been aimed to bring to light the political corruption emerging within the current democracy and the political parties. 11
