Özet
Bu çalışmada, Karaman Belediyesi üzerinde bir alan araştırması yapılarak kamusal harcamaların etkinliği ve verimliliği anket yordamıyla incelenmiştir. Anket çalışması Karaman Belediyesinin çeşitli birimlerinde çalışan personel üzerinde yapılmıştır. Araştırma sonuçlarından elde edilen bulgular doğrultusunda Belediye personelinin en verimli olarak gördüğü hizmet %24,3 seviyesi ile eğitim alanına yapılmış ve yapılmakta olan hizmetken şehir temizliği ve çöplerin toplanması ikinci sırada yer almıştır. Ankete katılanların %35i Karaman Belediyesinin hizmetlerini etkin ve verimli buluyorken %45i bu fikre katılmamıştır. Etkinlik ve verimliliğin ölçülmesiyle ilgili sorularda Belediye personelinin sorumluluk alma yeteneğinin geliştirilmesinin yönetsel etkinliği artıracağı fikrine katılımcıların çok büyük bir bölümü (%85) katıldığını belirtmiştir. Belediye çalışanlarına ve yöneticilerine kendini ispatlama olanağının verilmesinin Belediyenin etkinliğini artıracağı fikri de yine ankete katılanların çoğunluğu (%85) tarafından desteklenmiştir. Yönetici ve Belediye personelinin örgütsel vizyon ve misyona katkıda bulunması yönetsel etkinliği artırır sorusuna da katılanların önemli bir oranı (%78) olumlu cevap vermiştir.
In this study the efficiency and productivity of public expenditures were explored via a survey study in Karaman Municipality. The survey was presented to the personnel who work in different units of Karaman Municipality. According to the findings of survey results; 24,3% of the participants thought that the service on the education area was the most productive one. City cleaning and picking garbage services took the second place. 35% of the participants thought that Karaman Municipality services were efficient and productive; but 45% of the participants disagreed with this idea. Most of the participants (85%) agreed with the idea of improving of the personnels ability on responsibility taking would increase the management effectiveness. Again, most of the participants (85%) thought that if the Municipality personnel had chance to prove themselves, it would improve the Municipalitys efficiency. 78% of the participants replied the Contribution of Manager and Municipality personnel to the organizational vision and mission would increase managerial efficiency question affirmatively.
