| dc.description.abstract | Geçtigimiz yüzyılın basından itibaren hız kazanan sanayilesme sürecine geçdahil olan Türkiye, tarım sektöründe yapması gereken dönüsümleri gerçeklestirmede degeç kalmıs ve sektörde var olan sorunlar artarak bu güne kadar süregelmistir. Bugün iseAB ile yürütülen üyelik müzakereleri ve DTÖ bünyesinde gerçeklestirilen çok taraflıticaret görüsmeleri dönüsüm çalısmalarının kaynagını olusturmakla birlikte, ekonomiüzerinde yarattıgı yük ve sosyal nedenler gibi içsel faktörler de bu alana yönelik reformarayıslarını gerekli kılmaktadır.Bu çalısmada da öncelikli olarak, AB ülkelerinin Türkiye için yararlı olabilecekdeneyimleri OTP çerçevesinde ele alınmıs ve DTÖ ile yürütülen müzakereleringeçmiste yol açtıgı sonuçlar ısıgında gelecekteki muhtemel gelismelerin Türkiye'yeyükleyecegi yükümlülükler ve saglayacagı avantajlar gösterilmeye çalısılmıstır.Bu kapsamda, tarım sektöründeki sorunlar ele alınmıs ve Türkiye ile digerülkelere ait veriler karsılastırılarak Türkiye'nin tarımsal istihdam, verimlilik, desteklemeödemeleri gibi konularda ne durumda oldugu tartısılmıstır. Çalısmanın birincil amacınıolusturan çözüm önerileri ise AB ile halen devam etmekte olan üyelik müzakereleri dedikkate alınarak, ayrıntılı bir sekilde sıralanmıstır.Ekonomik ve sosyal gelismisligin önemli göstergelerinden oldugu gibi dısticarette en çok korunan sektörlerden biri olmasının sonucu olarak DTÖ'nün ilgisininüzerinde oldugu tarım sektörünün önemi her geçen gün arttıgından, Türk tarımınayönelik sorunların tespiti ve çözüm için yapılması gerekenler büyük önem arzetmektedir. Bu nedenle, dünya genelinde artan refahtan daha fazla pay almak, AB'yeüyeligi sorunsuz gerçeklestirmek, ekonomik kalkınmasını hızlandırmak ve sosyalanlamda gelisimini tamamlamak isteyen Türkiye'nin süreci hızlandırmak adına,özellikle yapısal anlamda dönüsüm çalısmalarına hız vermesi yararına olacaktır.Anahtar Kelimeler: Tarım, Tarımsal Reformlar, Avrupa Birligi, Ortak TarımPolitikası, Türk Tarım Endüstrisi, Türk Tarımında Dönüsüm. | en_US |
| dc.description.abstract | Turkey joined the industrialization process, which gained momentum at thebeginning of the last century, late; the country was also slow in carrying out thetransformation needed in the farming industry. Problems inherent in agriculturecontinued to exacerbate in the subsequent periods. While multilateral trade negotiationswithin the WTO and ongoing accession talks with the EU constitute a basis for thecurrent transformation efforts, domestic factors such as the burden it places on thenational economy and social reasons also necessitate efforts to carry out reforms in thatarea.This study first analyzes the experiences of the EU-member states which may bebeneficial to Turkey within the framework of WTO and attempts to highlightsobligations to be assumed by Turkey and advantages to be provided by possibledevelopments in light of the outcome of negotiations being conducted with the WTO.In that context, problems in the farming industry were analyzed and data relatedto Turkey and other countries were compared while debating Turkey's position in termsof employment, efficiency, and subsidy payments in agriculture. Proposed solutions,which constitute the primary objective of the study, are listed in detail by taking intoaccount of ongoing accession talks with the EU.The WTO is closely interested in agriculture because it is one of the keyindicators of economic and social development and enjoys a high level of protection inforeign trade. The farming sector is gradually gaining more importance, andidentification of problems facing Turkish farmers and steps to be taken in order toresolve those problems are of crucial importance. Thus, it would be in Turkey's bestinterest to accelerate the reform process, particularly structural transformation as part ofits efforts to get a higher share of global prosperity, achieving a smooth accession to theEU, to speed up its economic development, and to complete its social development.Key Words: Agriculture, Agricultural Reforms, European Union, CommonAgricultural Policy, Turkish Farming Industry, Transformation of TurkishAgriculture. | en_US |
