Abstract
Bu çalışmanın amacı; Jandarma ve Polis teşkilatlarının adli kolluk ile ilgili mevcut sorunlarını profesyonelleşme açısından inceleyerek, çözüm önerileri getirmektir. Gelecekte iletişim ve teknolojideki gelişmelerin, suçları daha kolay işlenebilir hale getireceği ve çeşitlendireceği öngörülmektedir. Buna paralel olarak da devletin, vatandaşın güvenini kazanmadaki en etkili aracı olan güvenlik birimlerinin, daha fazla uzmanlaşarak profesyonellik seviyesini artırması gerekmektedir. Bu çalışma profesyonelleşme sorunlarını ve çözüm önerilerini ortaya koyarak buna katkı sağlayacaktır. The aim of this study is to examine the present problems of Gendarmerie and Police organizations about judicial law enforcement in terms of professionalism and to make solution proposals. In the future,the developments in communication and technology are expected to provide commiting a crime to be easier and to diversify the crimes. It is also necesssary that the departments of public order which is the most effective means of the state for gaining trust of the citizen must increase the level of professionalism by more being specialist. This work will contribute to this situation by revealing the problems of professionalism and put forward the solution proposals. According to study, the institutionalization of judicial law enforcement service will solve the professionalism problems of Gendarmerie and Police organizations.
