Özet
Demokratik ülkelerde siyasi hayatın en önemli belirleyicisi olarak karşımıza çıkan seçimler halkın tercihini belirlerken seçim dönemlerinde ülke sosyal ve ekonomik olarak etkilenmektedir. Seçim dönemlerinde orta çıkan, seçim ekonomisi olarak adlandırılan ve çalışmanın araştırma konusunu ilgilendiren ekonomik etki iki şekilde ortaya çıkmaktadır. Birincisi, siyasi iktidarla ilgisi olmayan bir ekonomidir ve seçimler yaklaşınca, tüm siyasi partiler propaganda harcamalarını artırırken piyasa hareketlenmekte, ısınmaktadır. İkincisinde ise, siyasi iktidar seçim öncesi devlet harcamalarını artırmaktadır. İstihdam politikasında daha popülist davranmakta ve daha çok imtiyaz dağıtmaya başlamaktadır. Bu çalışmanın amacı, 1998-2008 arasında yapılan genel seçim dönemlerinde seçimlerin ve siyasi kampanyaların Türkiye ekonomisi üzerine olan etkilerini değerlendirmektir. Seçim dönemlerinin ekonomiye etkisine ilişkin çeşitli teoriler geliştirilmiştir. Çalışmada geliştirilen teoriler ve benzer konularda daha önce yapılmış çalışmalar incelenmiştir. Bu çalışmayla yapılan araştırma ve analizler sonucunda, daha önce yapılmış benzer çalışmalardan farklı olarak özellikle 2002 ve 2007 seçim dönemlerinde farklı bir ekonomik program yürütüldüğü, bu üç seçim döneminde de ekonominin etkilendiği ve ekonomide dalgalanmaların meydana geldiği görülmüştür.Anahtar Kelimeler: Seçim, Siyasi Partiler, Seçim Kampanyası, Seçim Ekonomisi, Politik Konjonktür Dalgalanmaları Teorisi.
In democratic countries, elections which seem as the most decisive factor of political life, determining the choices of societies, countries are influenced in terms of social and economic means in the election period. The economic impact, emerging in election periods, regarded as election economy that is also concerning the subject of study arises in two ways. First one is an economy which is not related to the political power, and as elections are closer, all political parties increases their electioneering expenses and this situation brings mobility to market. Second one is that political power increases government expenditure. It conducts more populist policies about employment policy, and starts to make more concessions. The purpose of this study is to evaluate the effects of elections and political campaign among the years of 1998-2008 over the Turkish economy. Many theories related to impact of election periods over the economy have been developed. In this study, theories developed and research works about similar issues are examined. As a result of research and analysis, unlike previous similar studies, it has been seen that different economic programs were carried out especially in the election periods of 2002 and 2007, economy was affected in each three elections and economic fluctuations were occurred.Key Words: Election, Political Parties, Election Campaign.
