Özet
Bu araştırma, eğitimde iki reformcu olan Emrullah Efendi ve İsmail Hakkı Baltacıoğlu'nun eğitim görüşlerine odaklanmaktadır. Bu amaç doğrultusunda araştırmada nitel bir yöntem takip edilmiştir. Betimsel tarama modeli kullanılan araştırmada literatür geniş bir taranmış ve gerekli kaynaklara ulaşılmıştır. Kaynaklarda Emrullah Efendi ve Baltacıoğlu'nun görüşleri doğrudan aktarım yöntemiyle dördüncü bölümde verilerek bu görüşler üzerinden yorumlamaya gidilmiştir. Görüşlerin yorumlanmasında betimsel analiz ile birlikte içerik analizi yöntemi kullanılmıştır. Betimsel analiz ile tespitler yapılmış, içerik analizi yöntemiyle tespitlere yönelik kıyaslamalar ve yorumlamalar yapılmıştır. Emrullah Efendi ve Baltacıoğlu'nun görüş ve uygulamalarına dair yapılan inceleme ve değerlendirmelerde; eğitim olgusu yönüyle incelenen görüşlerinin birbirine benzer ve birbirini destekler nitelikte olduğu sonucuna ulaşılmaktadır. Emrullah Efendi ve İsmail Hakkı Baltacıoğlu'nun eğitim olgusuna yönelik benzer ve destekleyici görüşleri, Türk eğitim düşüncesinde ortak bir temelde buluştuklarını göstermektedir. Bu benzerliklerin ve destekleyici unsurların varlığı, her iki düşünürün de benzer toplumsal koşullarda yetişmeleri ve Türk eğitim sistemi üzerindeki ortak endişeleri paylaşmaları gibi faktörlere dayanabilir. Okul kademeleriyle ilgili görüşlerinde benzer bakış açılarına sahip oldukları anlaşılan iki düşünürün de eğitim kademelerinin temel meseleleriyle yakından ilgilendikleri sonucu ortaya çıkmaktadır. Genel anlamda benzer görüşlere sahip olan iki düşünürün farklı olduğu tespit edilen görüşlerinde de belirgin zıtlıklar bulunmamaktadır. Eğitimin en önemli ögesi olan öğretmen unsuru, hem Emrullah Efendi de hem de Baltacıoğlu'nda özel bir öneme sahiptir. Nazır olan Emrullah Efendi, yetkisini kullanarak öğretmenliğin bir meslek olarak algılanması gerektiği konusunda önemli adımlar atmış maddi olanaklarını artırmak için gerekli girişimlerde bulunarak bu konuya ne kadar çok önem verdiğini göstermiştir. This research focuses on the educational views of Emrullah Efendi and İsmail Hakkı Baltacıoğlu, two reformers in education. For this purpose, a qualitative method was followed in the research. In the research using the descriptive scanning model, the literature was extensively scanned and the necessary resources were accessed. The opinions of Emrullah Efendi and Baltacıoğlu in the sources are given in the fourth chapter by direct transmission method and interpretation is made based on these opinions. Content analysis method along with descriptive analysis was used to interpret the opinions. Determinations were made with descriptive analysis, and comparisons and interpretations were made regarding the findings with the content analysis method. In the examinations and evaluations made regarding the views and practices of Emrullah Efendi and Baltacıoğlu; It is concluded that the views examined in terms of education are similar and supportive of each other. Emrullah Efendi and İsmail Hakkı Baltacıoğlu's similar and supportive views on the phenomenon of education show that they meet on a common basis in Turkish educational thought. The existence of these similarities and supporting elements may be based on factors such as the fact that both thinkers grew up in similar social conditions and shared common concerns about the Turkish education system. It is concluded that both thinkers, who seem to have similar perspectives on school levels, are closely interested in the basic issues of educational levels. There are no obvious contradictions in the different views of two thinkers who have generally similar views. The teacher element, which is the most important element of education, has a special importance in both Emrullah Efendi and Baltacıoğlu. Minister Emrullah Efendi, using his authority, took important steps to ensure that teaching should be perceived as a profession and showed how much he attaches importance to this issue by taking the necessary initiatives to increase his financial means.
