Özet
Günümüzde offshore petrol faaliyetleri, petrol üretim pastası içerisinde hızla payını artırmaktadır. Geniş ve kefşedilmemiş deniz alanlarında var olduğu düşünülen rezervlere ilişkin yükselen iştah, büyük şirketlerin bir araya geldiği konsorsiyumlarca kesintisiz arama-üretim faaliyetlerini beraberinde getirmiştir. Artan teknolojik gelişmelerle de paralel şekilde artan deniz sondajı çalışmaları, sektö- rü başlı başına bir hukuki yapıya kavuşturulması gereken bir sektör haline getirmiştir. Makalede, bu sektöre yön veren hukuk kuralları detaylandırılmış olup çeşitli düzenleme ihtiyaçlarına da ışık tutulma- ya çalışılmıştır.
The share of offshore activities in petroleum produc- tion industry is recently increasing. Increasing apetite for potential reserves thought to be in giant and unexplored offshore areas, bring continuous exploration and production activities carried out by con- sortiums consisting of large companies. Increaing offshore drilling activities in parallel with developing technologies, necessitates an independent and authentic legal regime for the industry. This article provides a detailed analysis of legal rules directing the industry and shed light on necessity for miscellaneous legal arrangements.
