Özet
Göç olgusu; en basit tanımlamayla insanların bir bölgeden başka bir bölgeye yapmış oldukları coğrafi nitelikli yer değiştirme hareketidir. Ekonomik, siyasal, sosyal, kültürel vb nedenlerden kaynaklanan göç olgusu birçok sosyal bilim disiplininin ilgi alanına girmektedir. Bu çalışmanın genel amacı, Türkiye'ye sığınan Suriyeli sığınmacılar üzerinden göç ve sivil toplum ilişkisini irdelemek ve Türkiye'nin yeni göç politikalarını incelemektir. Çalışmada geniş bir yelpazeye sahip olan göç ve sivil toplum olgusu literatür taraması yoluyla açıklanmaya çalışılmış, Türkiye'de bulunan Suriyeli sığınmacılara yönelik faaliyet gösteren Sivil Toplum kuruluşları özelinde Sivil Toplumun konumu belirlenmeye çalışılmıştır. Bu kapsamda; son zamanların en büyük kitlesel göç akınına maruz kalan Türkiye'nin kendisine sığınan Suriyeli sığınmacılara yönelik yürüttüğü faaliyetlerde eksik kaldığı bilinmektedir. Bu eksikliğin giderilmesinde sivil toplumun yerinin ne olduğu veya olması gerekliği çalışmanın sorunsalını oluşturmaktadır. Çalışmada Türkiye'de Suriyelilere yönelik faaliyet gösteren Sivil toplum kuruluşlarının faaliyetlerini kolaylaştırıcı yasal düzenlemelerin ve devlet-sivil toplum işbirliğinin artırılması gerektiği belirtilmiştir. Dini, etnik, toplumun belirli bir grubunu temsil eden veya sadaka kültürüyle hareket eden sivil toplum kuruluşlarından ziyade süreç odaklı çalışan güçlü bir sivil toplumun oluşması gerektiği belirtilmiştir. Araştırmada göç ve sivil toplum ile ilgili literatür taraması Suriyeliler özelinde yapılmış olup genelden özele bir yöntem belirlenmiştir. Çalışmanın birinci bölümünde göç olgusu, kuramları ve Türkiye'de göç yönetimi yer almaktadır. İkinci bölümde sivil toplum teorik olarak incelenmekte demokrasi ve göç ilişkileri bağlamında sivil toplumun toplumdaki yerine değinilmektedir. Çalışmanın son bölümünde ise Türkiye'ye göç eden Suriyeli sığınmacıların istatistikî verileri üzerinde durulmaktadır; ayrıca Suriyeli sığınmacılara yönelik faaliyetleri olan sivil toplum kuruluşlarına yer verilmektedir. When simply put migration phenomenon is people's geographical movement from one location to another. Migration based on economic, politic, social and cultural reasons has been a concern of many social science disciplines. The over all objective of this study is to examine the relationship between migration and civil society through Syrian's under the protection regime of Turkey, who have taken refuge in the country and to study Turkey's emerging migration policies. Migration and civil society, which have a wide spectrum of work, were tried to be explained by literature review, the position of Civil Society has been tried to be determined in particular for Civil Society Organizations operating in Syrian refugees in Turkey. Within this scope; It is known that Turkey, which has recently been exposed to the massive migration of immigrants, is lacking in the activities carried out by Syrian refugees who refuge themselves. The elimination of these deficiencies constitutes the problem of studying what the place of civil society is or should be. It has been stated that a strong civil society should be formed, which focuses on process-oriented activities from non-governmental organizations representing religious, ethnic, a certain group of the society or acting as a charity culture. The search for literature on immigration and civil society has been made specifically for the Syrians and a general method has been identified. In the study, it was stated that the legal arrangements facilitating the activities of the non-governmental organizations operating in Turkey for the Syrians and the cooperation between the state and civil society should be increased In the first chapter of the study, the migration phenomena, it's theories and immigration management in Turkey will be discussed. In the second chapter, the civil society will be theoretically studied, where the role of civil society on migration mediation within the population will be reviewed. In the final chapter of thestudy, the statistics of the Syrian migrants to Turkey will be examined and the response of theNon-Governmental Organizations which have been providing services to Syrian refugees will be investigated.
