Türkiye'nin covid-19 pandemisi ile mücadelesinin 2008 küresel krizi penceresinden değerlendirilmesi

Özet
Küresel ölçekte tanık olunan ve önemli niteliğe sahip krizler olarak 1929 Ekonomik Buhranı, 2008 Küresel Krizini ve Covid-19 Pandemisini gösterebiliriz. Türkiye ekonomisi kapsamından bakıldığında ise 2001 ve 2008 ekonomik krizlerinin ardından Covid-19 Pandemisidir. Türkiye'de 2008 krizinden bu yana toparlanılmaya çalışılan denge tekrardan derinden sarsılmıştır. Covid-19 Pandemisinde ekonomik, sağlık, siyasal ve toplumsal açıdan içerisinde bulunduğu konjonktür ile mücadele vermek zorunda kalırken, 2008 Küresel krizinde dünya ülkelerinin borsalarında bir düşüş ve büyük finansal kuruşların batması hükümetlerinde kurtarma çabası yer almaktadır. Bu çalışmanın iki amacı bulunmaktadır. Bunlardan birincisi 2008 yılında ortaya çıkan küresel finans krizinin Türkiye ekonomisi üzerine etkilerinin test edilmesidir. İkincisi ise Covid-19 pandemisi öncesinde ve sonrasında Türkiye ekonomisi üzerinde makro ekonomik değişkenler arasındaki ilişkinin niteliğini ortaya çıkarıp Covid-19 pandemi sürecinin geçmişte yaşanmış olan ve küresel kriz olarak nitelendirilen 2008 kriziyle makroekonomik göstergeler açısından nasıl bir benzerlik ya da farklılıklarının olduğunu ortaya koymaktır. Analiz sonuçlarına göre hem kriz öncesi ve hem kriz dönemlerinde makro ekonomik zaman serileri arasındaki uzun dönem ortak hareket etme durumunun sınırlı olduğunu gözlemlenirken, kriz sonrası dönemde ortak hareketteki artış gözlemlenmiştir. Benzer sonuçlar Covid 19 pandemisi öncesi, pandemi dönemi ve sonrası dönemler içinde geçerlidir.
We can show the 1929 Economic Depression, the 2008 Global Crisis and the Covid-19 Pandemic as the crises witnessed on a global scale and having an important quality. From the perspective of the Turkish economy, it is the Covid-19 Pandemic after the 2001 and 2008 economic crises. The balance that Turkey has been trying to recover since the 2008 crisis has been deeply shaken again. While the Covid-19 Pandemic had to struggle with the economic, health, political and social conjuncture it was in, in the 2008 global crisis, there was a fall in the stock markets of the world countries and a rescue effort by the governments of the sinking of large financial institutions. This study has two aims. The first of these is to test the effects of the global financial crisis that emerged in 2008 on the Turkish economy. The second is to reveal the nature of the relationship between macroeconomic variables on the Turkish economy before and after the Covid-19 pandemic and to reveal how the Covid-19 pandemic process has similarities or differences with the 2008 crisis, which has been experienced in the past and is described as the global crisis, in terms of macroeconomic indicators. According to the results of the analysis, it was observed that the long-term joint action between the macroeconomic time series was limited both before the crisis and during the crisis, while an increase in the joint action was observed in the post-crisis period. Similar results are valid for the pre-covid 19 pandemic, pandemic period and post-pandemic periods.
