Özet
Bu çalışma; tüm insanlık tarihini yıkıcı etkilerle birlikte dönüşüme uğratan salgın hastalıkları (Veba, İspanyol Gribi, Covid-19 vb.) Michel Foucault'nun beden inşası üzerinden biyopolitika kavramına dayanarak değerlendirmeye çalışacaktır. Beden kavramının felsefi bir altyapı ile ruh kavramının karşısına konularak dışlanması kavramın her geçen gün daha fazla önem kazanmasını sağlamıştır. Bu bağlamda beden sadece bireysel anlamda değil toplumsal boyut kazanarak tartışılmaya açılmıştır. Toplum içerisinde bedenin algılanma süreci Foucault'cu bağlamda iktidar kavramı ile ilişkisini oluşturmuştur. Çalışmada Öncelikle bedenden yola çıkan felsefi bir düşünceyle iktidar ilişkisinin nasıl kurulduğu anlatılacaktır. Bedenin disiplin altına alınma sürecinde, gözetim altında alınmasında, üzerinde yaptırım uygulanmasında ve tahakküm altına alınma sürecinde birçok baskı erkinin söz sahibi olduğunu görmekteyiz. Bunlar çoğu zaman toplumun çeşitli unsurları olan ideolojik, dini, siyasal kuvvetler tarafından sağlanmaktadır. Modernleşme süreci ilerledikçe iktidar beden ilişkisinin de yapısı değişmektedir. Bu dönem beden üzerinde her türlü faaliyetlerin inşası olarak görünmektedir. Bu bağlamda hazırlamış olduğum çalışma üç bölümden oluşmaktadır. İlk bölümde beden olgusunun felsefi bir boyuttan toplumsal boyuta dönüşümünün süreci anlatılacaktır. İkinci bölümün içerisinde beden inşasını daha kolay anlamamızı sağlayan Michel Foucault felsefesinin temel paradigmaları anlatılacaktır. Bu paradigmalar filozofun düşünce yapısının da temelini oluşturacaktır. Son bölüm ise çalışmanın ana omurgası olarak nitelendirebileceğim biyoiktidar ve biyopolitika kavramlarının üzerinden Foucault'cu bağlamda günümüze kadar yaşanan üç büyük salgın çerçevesinde ele alınacak iktidar-beden ilişkisi tüm ana hatlarıyla anlatılacaktır. Beden üzerinden oluşturulan bu çalışma Michel Foucault felsefesinde salgın dönemleri ile ilişkilendirildiğinde çalışmanın ilk bölümüyle birlikte felsefi zeminden toplumsal zemine devinim gösteren bir siyaset felsefesinin de oluşumunu sağlamaktadır. Böylelikle beden üzerinde ilişki kurulması Filozofu'nda deyimiyle bir iktidardan değil iktidarlardan bahsederek mümkündür. Biyoiktidarın beden üzerinden sağladığı tahakkümün tüm boyutları ele alınarak salgınlar süresince nasıl bir yol izlediğini anlatmak çalışmanın mahiyetini oluşturacaktır.
This work; will try to evaluate the epidemic diseases (Plague, Spanish Flu, Covid-19, etc.) that have transformed the entire human history with devastating effects, based on the concept of biopolitics through Michel Foucault's body building. The exclusion of the concept of body against the concept of soul with a philosophical background has made the concept gain more importance day by day. In this context, the body has been opened to discussion not only in an individual sense, but also by gaining a social dimension. The process of perceiving the body in society has formed its relationship with the concept of power in the Foucaultian context. In the study, first of all, it will be explained how the power relationship is established with a philosophical thought starting from the body. We see that many oppressive powers have a say in the process of disciplining the body, keeping it under surveillance, imposing sanctions on it and in the process of domination. These are often provided by ideological, religious and political forces, which are various elements of society. As the modernization process progresses, the structure of the power-body relationship changes. This period appears to be the construction of all kinds of activities on the body. In this context, the study I prepared consists of three parts. In the first part, the process of the transformation of the body phenomenon from a philosophical dimension to a social dimension will be explained. In the second part, the basic paradigms of Michel Foucault's philosophy, which enable us to understand body construction more easily, will be explained. These paradigms will also form the basis of the philosopher's mentality. In the last part, the power-body relationship, which will be discussed within the framework of three major epidemics in the Foucaultian context, will be explained in all its main lines, through the concepts of biopower and biopolitics, which I can describe as the main backbone of the study. When this study, which is created on the body, is associated with epidemic periods in Michel Foucault's philosophy, it provides the formation of a political philosophy that moves from philosophical ground to social ground with the first part of the study. Thus, establishing a relationship on the body is possible by talking about powers, not a power, as the Philosopher says. By discussing all the dimensions of the domination of the biopower over the body, explaining how it followed during the epidemics will form the nature of the study.2023 March
