Özet
Ülkemizde riskli yapı analizinin gerçekleştirileceği usul ve esaslar 6306 Sayılı Kanun ve 6306 Sayılı Kanunun Uygulanmasına Dair Yönetmelik hükümleri ile belirlenmiştir. Söz konusu hükümlerin uygulamasının belirli bir bütçe istemesi ve özellikle konut tipi yapıların risk analizine tabi tutulması için karar alma sürecinde yaşanan sorunlar dolayısıyla ciddi bir ilerleme kaydedilememiştir. 06 Şubat 2023 tarihinde meydana gelen Kahramanmaraş merkezli depremler sonrasında yaşanan can ve mal kayıpları riskli yapı analizinin önemini bir kere daha ortaya çıkarmaktadır. Tüm bu değerlendirmeler ışığında yapı analizinin ifa edilmesinde var olan maliyet gerçeği ile ülkemizde geçmiş yıllarda inşa edilen yapı stoğunun çokluğu nedenleriyle riskli yapı değerlendirmesinin ekonomik ve hızlı olarak gerçekleştirilmesine yönelik çalışmalar yapılması ihtiyacı hissedilmiştir. Bu çalışmada riskli yapı analizinin pratik bir biçimde gerçekleştirilmesine yönelik geçmiş dönemlerde yapılan çalışmalar incelenerek Ankara ili, Yenimahalle ilçesinin doğu kesiminde bulunan Aşağıyahyalar, Çarşı, Güzelyaka, Işınlar, Karşıyaka, Macun, Özevler, Tepealtı, Yeniçağ ve Yeşilevler mahallelerinde bulunan 263 betonarme yapı Sucuoğlu ve Yazgan tarafından geliştirilen sokaktan hızlı tarama yöntemi kullanılarak incelenmiştir. Araştırma nispeten mühendislik hizmetlerinin zayıf olduğu ve hazır beton teknolojisinin yaygın olmadığı yıllarda inşa edilen yapılar üzerinde gerçekleştirilmiştir. Çalışma sonucu incelenen yapıların %26'sının riskli olduğu tespit edilmiştir. Ayrıca yapılan saha çalışması neticesinde riskli olarak belirlenen iki yapıya ait mimari ve statik projeler mahalli idareden temin edilerek yapısal analiz gerçekleştirilmiştir. Yapılan saha çalışmasının pratik bir metot olarak uygulanabileceğine yönelik sonuca varılmıştır. Binalarda mevcut olan yapı düzensizliklerin risk durumunu artırdığı gözlemlenmiştir.
Risky structures will be analysed by the provisions of 6306 numbered low in our country. No serious progress has been made because of the implementation of the provisions requires a certain budget and the problems encountered in the decision-making process, especially for residential buildings to be subjected to risk analysis. The loss of life and property following the Kahramanmaraş-centered earthquakes that occurred on February 6, 2023, once again reveals the importance of risky structure analysis. In the light of all these evaluations, the need to carry out studies to carry out risky building evaluation economically and quickly was felt due to the fact of the cost involved in performing the building analysis and the large number of building stocks built in our country in the past years. In this study, past studies on the practical realization of risky building analysis were examined and 263 reinforced concrete buildings in the neighborhoods of Ağıryahyalar, Çarşı, Güzelyaka, Işınlar, Karşıyaka, Macun, Özevler, Tepealtı, Yeniçağ and Yeşilevler in the eastern part of Yenimahalle district of Ankara province, Sucuoğlu and Yazgan. It was examined using the street rapid scanning method developed by . The research was carried out on buildings built in years when engineering services were relatively weak and ready-mixed concrete technology was not widespread. As a result of the study, it was determined that 26% of the structures examined were risky. In addition, as a result of the field study, architectural and static projects of two buildings identified as risky were obtained from the local administration and structural analysis was carried out. It was concluded that the field study could be applied as a practical method. It has been observed that structural irregularities in buildings increase the risk situation.
