dc.description.abstractSosyal Devlet Anlayışı, sanayi devriminde emek sömürüsü nedeniyle ortaya çıkmış ve ideolojilere dayalı farklı uygulama alanları bulmuştur. Ülkelerin yönetim anlayışına göre şekillenen sosyal devlet anlayışı; topluma müdahale ederek, insanların yaşam düzeyini belirlemiştir. Sosyal devlet anlayışının bir ürünü olarak Sosyal Yardımlaşma ve Dayanışma Vakıfları da ülkemizde yaygınlaşarak, her il ve ilçede teşkilat kurup hizmetlerine devam etmektedir. Tezimizin ana konusunu oluşturan Sosyal Yardımlaşma ve Dayanışma Vakıfları sosyal yardım alanında mağdur vatandaşların istek ve taleplerini yerine getirerek adaleti pekiştirici görevini yerine getirmektedir. Bu anlamda çok önemli ve hassas bir görevi yerine getiren, Sosyal Yardımlaşma ve Dayanışma Vakıfları devletin vatandaşa uzanan şefkat elidir. Toplumsal anlamda mağdur vatandaşlara her anlamda yardım hizmeti sunarak kamu hizmetini, özel hukuk tüzel kişiliği ile yerine getirmektedir.en_US
dc.description.abstractThe understanding of the social state has emerged in the industrial revolution due to the exploitation of labor and found different fields of application based on ideologies. The understanding of the social state which has been shaped according to nations' management system determined the life standard of people by interfering to society. Social Assistance and Solidarity Foundations, which are a product of the social state understanding, have become widespread in our country and continue to provide services in every province and district. Social Assistance and Solidarity Foundations, which constitute the main subject of our thesis, fulfill the wishes and demands of the victimized citizens in the field of social assistance and fulfill the duty of reinforcing justice. Social Aid and Solidarity Foundations, which perform a very important and sensitive task in this sense, are the state's compassion hand to the citizen. It provides the public service with the legal personality of private law by performing assistance in every respect to the socially victimized citizens.en_US
